AIRCRAFT DETECTION SYSTEM

RECOMMENDATION:
That the City Council, by Motion, accept the proposal of A & H Security Enterprises, LLC, in the amount of $466,400 plus applicable tax, for the purchase of a small unmanned aircraft detection system including four years of hardware warranty and software licenses for use by Orange County First Responders, all in accordance with Request For Proposal (RFP) #9601A.
DISCUSSION:
Purchasing solicited proposals from known suppliers and posted the RFP on the City’s bid portal. Sealed proposals were received by 2:00 p.m., October 6, 2022, from the following vendors, and were publicly opened immediately thereafter. Proposals were evaluated and scored by a committee comprised of representatives from the City of Anaheim and Irvine Police Departments. The proposals were evaluated on numerous criteria including the firm’s ability to demonstrate capabilities and staffing levels to meet the project needs, the recommended solution, understanding of the requirements, reasonableness of products of support services proposed to meet the City’s objectives, experience of key personnel, ability to meet the technical system requirements as outlined in the RFP, client references, and proposed pricing. Upon completion of all steps in the evaluation, process and factoring in each vendor’s pricing, final scores for the top companies were as follows:

This request for proposal was issued to identify a system to detect small Unmanned Aircraft Systems (sUAS) within Orange County. Grant funds from the FY2019 Urban Area Security Initiative grant will be used to procure this system. This project will provide a sUAS detection system that will be deployed within the Orange County Operational Area.
The system, which includes multiple sensors to allow wider deployment, will be utilized to detect and record sUAS activity around key critical infrastructure assets and can be deployed during major planned and unplanned events, as well as to provide airspace protection during fire air operations.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s restricted Urban Area Security Initiative grant budget in Fiscal Year 2022/23. There is no local match requirement.
