FROM: POLICE DEPARTMENT
SUBJECT: FY 2022 COMMUNITY POLICING DEVELOPMENT (CPD)

DE-ESCALATION GRANT PROGRAM
ATTACHMENT (Y/N): YES ITEM # 29
RECOMMENDATION:

That the City Council, by Resolution, ratify the submission of the grant application and authorize the City Manager and Chief of Police, or their designees, to accept a grant award on behalf of the City of Anaheim from the Office of Community Oriented Policing Services to participate in the FY 2022 Community Policing Development (CPD) De-escalation Grant Program; and authorize the City Manager and Chief of Police, or their designees, to execute all grant agreements and other required documents, and take any actions necessary to implement such grant agreements and other required documents; and increase the Police Department’s FY 2022/23 revenue and expenditure appropriations by $226,270.

DISCUSSION:

The Office of Community Oriented Policing Services has approved the City’s application for funding under the FY 2022 Community Policing Development (CPD) De-escalation Grant Program in the amount of $226,270. This grant provides funding to partner with Savage Training Group to provide De-escalation and Tactical Conduct training and cover the cost of overtime for personnel to attend the training. The training satisfies the Peace Officer Standards and Training (POST) requirements and aims to help law enforcement agencies create a culture of de-escalation and avoid violent confrontations.

IMPACT ON BUDGET:

FY 2022/23 revenue and expenditure appropriations will be increased by $226,270 in the Police Department’s Restricted Law Enforcement Grant Fund. There is no local match requirement.

Respectfully submitted,
Jorge Cisneros
