Acceptance of Bids for Traffic and Street Signs and Related Hardware December 20, 2022

The Public Works Department, Street/Concrete/Sign Programs Division, is tasked with placing and maintaining appropriate signs throughout the City. These signs are critical sources of information that communicate traffic control rules, warnings, and provide the necessary guidance that roadway users need to safely and efficiently navigate.

The bid was based on an estimated annual requirement of a wide variety of regulatory signs, street signs, and related hardware that is to be purchased on an as-needed basis for use throughout the City. All signs will be made according to all applicable federal, state, and local requirements. The bid document included specific language indicating the award would be made to two vendors. After thorough evaluation of the bids received, it was determined that it is in the City’s best interest to recommend an award to the two vendors who offered the lowest overall responsive bids. This is being done to assure competitive pricing while receiving the quickest order fulfillment available. The award amount is the average of the two bidder’s total proposed cost for all bid items.

The term of the agreements will be for a one-year base period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period and will be negotiated each year of the renewal periods, but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the preceding 12-month period. In the event that prices increase beyond the CPI, bidder must provide verifiable evidence from the manufacturer of the product to support a requested increase. It will be at the sole discretion of the City to accept or reject such an increase.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2022/23 General Fund and Restricted Transportation Fund budgets. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Public Works Director
