Acceptance of Bid for Purchase of Medical Supplies for First Responders December 20, 2022
This bid was based on the estimated annual usage of various medical supplies commonly used by first responders. The medical supplies are used on 18 front line apparatus, two Disney apparatus, seven wildland apparatus, one tactical medical unit, and five special medic event gear kits required to provide paramedic coverage at sports and entertainment events and other community events. The Anaheim Fire and Rescue Department responds to over 40,000 calls for service each year; of that number approximately 35,000 are medical aid calls. These calls require the use of disposable medical supplies including bandaging and immobilization supplies, advanced life support products, and other miscellaneous supplies.
In an effort to simplify ordering and contract administration, City staff is recommending a single award for the twenty plus individual line items and listed discounts from manufacturer pricing for other miscellaneous items needed each year. Bound Tree Medical, LLC submitted the lowest complete, responsive and responsible bid and is therefore recommended for award.
The term of the agreement will be for a one-year period with up to four one-year optional renewals. There is no guarantee, nor implied commitment, to purchase a specific quantity of any item over the duration of the contract. Staff is recommending a large contingency due to constant changes to product availability and the urgent need for the various products used by our first responders. Pricing for the renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for U.S. Medical Care for the preceding 12-month period. Due to the fluctuation in medical supply pricing, if during the term of the agreement there is a manufacture’s price increase, the City at its discretion may make exceptions and offer equitable price adjustments.
IMPACT ON BUDGET:
Sufficient funds have been allocated in the Anaheim Fire and Rescue Fiscal Year 2022/23 General Fund Budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Patrick Russell
Purchasing Agent Fire Chief
