CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: JANUARY 10, 2023
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM
(CTFP) GRANT APPLICATION FOR THE LINCOLN AVENUE
WIDENING FROM EAST STREET TO EVERGREEN STREET
PROJECT
ATTACHMENT (Y/N): YES ITEM # 19
RECOMMENDATION:
That the City Council, by Resolution, authorize the Department of Public Works to submit one Comprehensive Transportation Funding Program (CTFP) grant application for the Lincoln Avenue Street Widening from East Street to Evergreen Street Project, with a grant request of $6.91 million, and if awarded, authorize the acceptance of such grant on behalf of the City by the Public Works Director, or his designee, and amend the budget in the fiscal year accordingly.
DISCUSSION:
The Orange County Transportation Authority (OCTA) conducted a 13th annual competitive call for projects under the CTFP for Project O – the Regional Capacity Program (RCP) under Measure M2. This call will allocate a total of $32 million through the RCP for the Arterial Capacity Enhancement (ACE), Intersection Capacity Enhancement (ICE), and Freeway Arterial/Street Transition (FAST) categories to the end of June 30, 2026.
The City of Anaheim (City) prepared a competitive grant application under the ACE category for the Lincoln Avenue Street Widening from East Street to Evergreen Street Project (Project), with a grant request of $6.91 million for construction funding. If the Project is awarded the grant, City match funds of $2.30 million would be required to be programmed from Gas Tax funds.
The Project was previously approved for construction funding in early 2022, however, due to the dramatic increase in construction costs, the City was given the option to re-apply for construction funding with an updated construction cost estimate consistent with current market conditions. If unsuccessful, the previous award of $4.9 million remains available with an 8.4% automatic increase for a total of $5.3 million. The City would be responsible for the difference, including the local match.
This Project will make the roadway configuration consistent with City’s General Plan Circulation Element and County Master Plan of Arterial Highways by widening Lincoln Avenue from four to six lanes within the Project limits to match the six lanes at the west Project limits and improve the arterial traffic service level from “D” to “A.” This Project Comprehensive Transportation Funding Program (CTFP) Grant Application for the Lincoln Avenue Widening from East Street to Evergreen Street Project
January 10, 2023
previously received CTFP grant funding of $762,904 for engineering design in April 2015, $1,147,669 for right-of-way in April 2017, and $5,341,867 for construction in April 2022. Construction is currently scheduled to begin in FY 2023-24.
IMPACT ON BUDGET:
The Department of Public Works’ restricted transportation funds budget will be amended in the fiscal year in which the grant funds are awarded. Matching funds are available from restricted transportation funds in the department’s FY 2022/23 budget.
Respectfully submitted,
Rudy Emami
Director of Public Works
