SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH OVERLAND,
PACIFIC & CUTLER, LLC

RECOMMENDATION:
That the Governing Board of the Anaheim Housing Authority, by Motion, approve a Professional Services Agreement by and between the Anaheim Housing Authority and Overland, Pacific & Cutler, LLC, for on-call professional services to provide relocation guidance and assistance to eligible parties impacted by development activities, for a one- year term, January 10, 2023 to December 31, 2023; in an amount not to exceed $100,000; and authorize the Executive Director, or her designee, to execute and administer the Agreement on behalf of the Anaheim Housing Authority.
DISCUSSION:
Overland, Pacific & Cutler, LLC (OPC) is an experienced firm whose clients include government agencies, public utilities, and community development partners seeking right of way and real estate solutions to support projects for the public good. Based on over 40 years of experience, they understand that success on any given project requires planning, implementation, and action. They devote time and appropriate resources to people affected by our project and ensure complete and accurate information is provided regarding relocation benefits based on individual circumstance. The firm is currently engaged in assisting the Department with relocation needs on the following projects: Avon Dakota Neighborhood Revitalization, the Tampico Motel, and Anaheim Lodge Motel acquisitions.
The proposed Agreement provides for a one-year term, January 10, 2023 to December 31, 2023, and a not to exceed amount of $100,000. The Agreement will ensure uninterrupted implementation of relocation services in support of ongoing projects detailed above as well as potential new projects to be undertaken in the upcoming year.
Based upon OPC’s quality performance and detailed knowledge of current relocation efforts, staff recommends approval of the Professional Services Agreement.

IMPACT ON BUDGET:
There is sufficient budget authority in the Housing & Community Development Fiscal Year 2022/23 budget to cover these expenses.
