DATE: JANUARY 10, 2023
FROM: OFFICE OF THE CITY CLERK
SUBJECT: CONSIDER APPOINTMENTS/REAPPOINTMENTS TO CITY
BOARDS AND COMMISSIONS
ATTACHMENT (Y/N): YES ITEM # 23
RECOMMENDATION:
That the City Council, take the following actions:
1. Make appointments/re-appointments to certain city Boards and Commissions with terms that expired December 31, 2022. All scheduled vacancies will be for a term of four years, consistent with the nominating official, ending December 31, 2026; and

3. Make appointments to unscheduled vacancies to the Community Services Board (District 5) and Youth Commission (Mayoral; District 1, 2, and 6); and scheduled vacancy on the Housing and Community Development Commission (District 1).
DISCUSSION:
City boards and commissions (“commissions”) perform a valuable service to the City by providing a means by which the City Council can obtain the advice, opinions, and recommendations of City residents and other members of the community. Resolution No. 2017-049 and Ordinance No. 6407 were adopted by the City Council which effectively changed, with some exceptions as noted, the method in which board and commission members were appointed in order to make city commissions reflective of the city’s by- district election system, changing the terms of membership to correspond to the appointing city council member, and revised the composition of certain commissions to achieve the by- district appointment method. At the November 8, 2022 General Municipal Election, the Mayor and Council Members representing Districts 2, 3, and 6 were elected, thereby requiring appointments to occur with the new election cycle.
The following boards/commissions are scheduled for direct appointment by the Mayor and District Council Members 2, 3, and 6, which will include the affirmative majority vote of the Council ratifying each district appointment: i) Budget, Investment & Technology Commission, ii) Community Services Board, iii) Cultural and Heritage Commission, iv) Housing and Community Development Commission, v) Parks and Recreation Commission, vi) Planning Commission, vii) Public Utilities Board, and viii) Senior Citizen Commission.
Board and Commission [Re]Appointments
January 10, 2023
There is one (1) “Tenant” vacancy on the Housing and Community Development Commission, which is an “at-large” appointment and requires a majority vote of the Council.
In addition, the District 1 appointment for a term ending December 31, 2024 is scheduled for appointment.
Appointments to the Sister City Commission are being presented for Council consideration.
The structure, as well as the method in which Sister City Commission members are appointed, was reviewed by the City Council on October 25, 2022. At the Council Meeting of November 1, 2022, the City Council adopted Ordinance No. 6544, which established a 15-member commission, consisting of seven (7) members appointed by-district appointment; two (2) members representing school districts that serve Anaheim; and six (6) at-large members with vested interest in Anaheim, which will be recommended by the Council-appointed members. Appointments to the Sister City Commission will be for a term consistent with the nominating official, ending December 31, 2024 or December 31, 2026.
In addition, the unscheduled vacancies on the Youth Commission for Districts 1, 2, and 6 as well as the Mayoral appointment, for terms ending August 31, 2023 are being presented.
The Youth Commission consists of fourteen (14) members, which is made up of members between the ages of 14 and 21. The Mayor and each City Council Member directly nominate two (2) members to the Youth Commission. The unscheduled vacancies include District 1 (two seats), District 2 (one seat), and District 6 (two seats), as well as Mayoral (two seats).
Pursuant to Sections 54972 and 54974 of the Government Code, the Local Appointments List and the Notice of Unscheduled Vacancies were posted and remained posted for ten working days.
IMPACT ON BUDGET:
Funds to support the work of the Boards and Commissions are budgeted by the City Departments providing support and liaison.
Respectfully submitted,
Theresa Bass
City Clerk
