CITY COUNCIL AGENDA REPORT
City of Anaheim
COMMUNITY SERVICES DEPARTMENT
DATE: JANUARY 10, 2023
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: RESOLUTION TO APPROVE THE FILING OF AN APPLICATION
TO THE STATE DEPARTMENT OF PARKS AND RECREATION
FOR SPECIFIED GRANT FUNDS FROM THE BUDGET ACT
2022/23 FOR THE REVITALIZATION OF BOYSEN PARK
ATTACHMENT (Y/N): YES ITEM # 18
RECOMMENDATION:
That the City Council, by Resolution, approve the filing of an application to the State Department of Parks and Recreation for $15,000,000 in Specified Grant Funds from Budget Act 2022/23 for the revitalization of Boysen Park; authorize the Community Services Director, or designee, to act as the Agent of the City on all matters concerning this Grant Program; determine these actions are exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15306 of Title 14 of California Code of Regulations; and amend the Community Services Department’s budget in the year the grant is awarded.
DISCUSSION:
Boysen Park is an approximately 24-acre park named in honor of Rudy Boysen, former Parks Superintendent and creator of the Boysenberry. It is affectionately known as “Airplane Park” due to the inclusion of a U.S. Navy Cougar jet airplane used in the Korean War as a prominent playground fixture since the park opening in 1959. Though a park expansion occurred in the early 1990’s, due to its age and popularity Boysen Park is now in need of major renovation.
In 2021, city staff worked with Assembly Member Tom Daly’s office to identify park improvement needs and associated probable costs. Assembly Member Daly championed a $15,000,000 funding request for Boysen Park (park), which was successfully earmarked as part of the Fiscal Year 2022-23 State Budget. Since then, Community Services has hired a design consultant, developed a robust community input process, and held two community meetings with area residents and community stakeholders to determine the specific improvements desired. Additionally, a project website has been developed to facilitate public input. Based on significant input already received, multiple design options are currently being developed and will be presented to the community to create a final community envisioned Master Plan for the park. The Master Plan is expected to be finalized in early 2023.
The future improvements are anticipated to provide physical, mental, and social benefits within the immediately surrounding community and for the residents of the City of Resolution to Ratify and Approve the Filing of an Application to the State Department of Parks and Recreation for Specified Grant Funds from the Budget Act 2022/23 for the Revitalization of Boysen Park January 10, 2023
Anaheim overall. The community-requested improvements that will be integrated as part of the park’s upgrades include, but are not limited to, sports field upgrades, new recreational lighting, fitness equipment, updated walking paths, and new restrooms.
Although the funding has already been earmarked, an approved Resolution is required in order to formalize the $15,000,000 from the State Department of Parks and Recreation for the specified FY 2022-23 State Budget Funds. As such, staff is requesting the approval of a resolution approving the funding.
ENVIRONMENTAL REVIEW:
The Department recommends that the City Council determine that these actions are categorically exempt from CEQA pursuant to Section 15306 (Class 6), which pertains to information gathering purposes leading to an action that a public agency has not yet approved, adopted or funded.
IMPACT ON BUDGET:
The Community Services Department’s Capital Improvement Program budget will be amended by the amount of the grant award in the year in which the grant is awarded.
Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
