As a Mexican American, I can relate to hardship of our communities, I know it takes character, compassion and most of all understanding to hear the voices of many of our residents. We cannot neglect any of them, from our residents in shelters or combelence homes, to those that are having a rough times do to health issues or financial situations. We must stand together, work together to assist those that desperately need it, words are cheap, action speak louder. I want to bring my community closer. I want businesses and churches to get out of their comfort zone and actually do more. I want us to really be a community that cares. Establishing a network of residents, businesses and faith base organizations, all working to see Anaheim a safe, affordable and place to live in. Be the pulse thats connects our Spanish speaking residents that for years have been neglected. As a bilingual person I want to see our bast majority of Spanish- speaking community understand how great Anaheim is, currently they don't see it cause they don't understand it. I want to educate them to understand how they can be a big part of the city of Anaheim.

What do you see as the top issues facing District 4 and the City of Anaheim?( Separate attachment may be included):

Homelessness, I believe this issue is on the top priority at any city council meetings. The safety of our residents should be a priority. We need to start asking questions and evaluated how we can be a solution to global homelessness issue, 150 million people are homeless, thats 2% of the global population. What are we doing as a city to provide affordable housing? How can be adapt to benefit our confirmed " homeless" residents. Many European cities have eliminated " homeless for all" for their residents. How did they? We must have a open discussion about this.

What are your priorities for District 4 and the City of Anaheim?( Separate attachment may be included):

The priorities to district 4 are as follows,

1. We need to have a conversation about how we assist the homeless population. We must have a vetting process to ensure we are support residents of Anaheim. What process has been implemented? How are funds being managed also, how our public safety officials doing to address the crimes in know " hot spots" are we holding them accountable? What steps can we take to help on the issue, knowing this is a "global issue".

2. Why are we seing regular electrical outages? How are we as a city can help the down times of these outages, were they planned, anyone in the city council asking questions.

3. Affortable housing, how are we as a city working together with landlords to make these " housing first priciples" , allowing certain conditions or criterias being made elegible for permanent housing.

Are we evaluating these residents who are suffering from substance abuse, mental issues are. Are we ad a council asking any questions on why these residents being reject and of any of these issue have been identified, have we tried to get them helping them with a entensive drug rehabilitation pr Pursuant to Section 501 of the Charter, I am and have been a resident and qualified elector of District 4 at the time of and for the thirty( 30) days immediately preceding possible appointment to office. My husband and I moved to Anaheim in March of 2020, moving back to Orange County, where we had both grown up.

I decided to retire from teaching at the end of this academic year in June and have been looking for ways to be of service to our community. When the corruption scandal broke earlier this year I was disappointed in city leadership and believe the citizens of Anaheim deserve complete transparency in their city government. An ethical mindset has been one of the cornerstones of my professional life. As an auditor, one is required to be independent in appearance and in fact. One of my key accomplishments as a professor was the development of the Ethics in Accounting course still in demand today.

My training as a CPA and as an educator make me uniquely qualified to be part of the city council.

I am comfortable around budgets and financial statements; I am used to the rigor of analysis; I am adept at breaking down difficult concepts into understandable pieces. Additionally, I am energized by diverse populations and comfortable dealing with various constituencies.

What do you see as the top issues facing District 4 and the City of Anaheim? ( Separate attachment may be included):

I believe that in addition to transparency, affordable housing and homelessness and are the top issues affecting the quality of the life for District 4 and the city of Anaheim.

Affordable housing is key for the residents of District 4 and their quality of life. It is extremely difficult for schoolteachers, hospitality workers, retail workers and service workers to find affordable housing in the district. Building and supplying workforce housing and services is critical.

To that end I'd like stricter enforcement of Airbnb' s in the district. This type of short- term rental destroys community, limits available housing to constituents and undermines the hospitality industry our district is dependent upon.

The homeless situation is, of course, not unique to Anaheim, as it is pervasive across the country.

Solving issues of homelessness is not charity; it is a humanitarian issue and an economic issue. It is ultimately less expensive to provide shelter, emergency care and mental health services to those What are your priorities for District 4 and the City of Anaheim? ( Separate attachment may be included):

Besides the three issues noted above, I am an advocate for providing quality education for our children and making sure they never experience food or housing insecurity. I am a firm believer tha educating our people is key for making smart decisions about our communities. I would embrace working in conjunction with our largest employer, the Disneyland resort, in coming up with solutions for workforce services, acknowledging and celebrating the diversity in this city, such as finally recognizing Little Arabia as a cultural destination, and making the city more walkable and transit friendly. I also believe that elected officials serve their constituents and should be transparent with the people they serve. They also owe their constituents a promise to work collaboratively and in the best interest of their district and their city.

Pursuant to Section 501 of the Charter, I am and have been a resident and qualified elector of District 4 at the time of and for the thirty ( 30) days immediately preceding possible appointment to office. Attachment A
I have lived in Anaheim for over 20 years and have been a proud resident since then, both locally and abroad. I have a deep understanding of Anaheim's needs and strong desire to work towards making Anaheim an even better place to live, work, raise a family, and play.

I am excited about the opportunity to work as a council member to address the issues that are most important to both the residents and businesses in Anaheim. I am committed to working collaboratively with other council members, city staff, and community members to create a vision for the future of Anaheim and to implement policies that will improve the quality of life for every family and every individual residing in our beautiful city.

As a resident who have always worked in Anaheim, I have a diverse professional background that has provided me with the skills and experience needed to be an effective city council member, as mentioned above, I have been working in a family businessall my life, where decisions and systems had to be made and customized to fit the need of the business rather than being provided by a corporate source; challenges like these have earned me valuable experience in budgeting, project management, and skills that I would apply in my role as a council member, if appointed. I have worked in different areas in Anaheim and have seen the needs of each neighborhood that I worked with.

My father has raised me with the " do honest business to succeed in business" motto. That carries on in every aspect of life; I am committed to transparency and accountability in government and believe that the residents of Anaheim deserve to know what their elected officials are doing on their behalf. I will work to ensure that the City Council operates in an open and transparent manner, and that the residents of Anaheim are informed about the decisions that are being made on their behalf.

As a person who have travelled to multiple countries acrossthe globe, while proudly representing Anaheim with either the Anaheim Ducks or Angels gears and invited those who I met abroad to come visit Anaheim. I have experienced being a visitor in different areas and can relate to what visitors expect to see when traveling to our city, whether it be for business or leisure. I will implement and explore ways to get our resort district back on its feet as it is our main source of income that the city uses to fund our schools and city services. The stronger our resort and tourism is, the less residents have to pay for services.

Talab Ibrahim
Attachment B
Homelessnessis no doubt an issueto every resident not only in district 4, but Anaheim as a whole. If appointed, this will be a top priority issueto address with fellow council members and state officials to decreasethe presence of the homeless population in public areas and streets.

Safety is another concern that we are facing in district 4. Anaheim must be known for its safety and low crime rate for various reasons: As a father who is raising my children, this remains a serious concern to me and fellow parents, we must fight the crimes in the streets to protect our working classand children, there must be family resource centers to educate parents, and discourage teenagers from following the wrong path in life such asjoining gangsor becoming consumers of drugs. Advocating the next generation is a key step to reduce crimes in our city.

During the COVID-19 pandemic, Anaheim economy suffered due to the lack of tourism in town, hotels were shut, Convention center was not operating, and the Disneyland resort turned into an abandoned park; while supporting our resort district and tourism industry, Anaheim must not be fully dependent on them as its source of income. We must encourage both small businesses and large corporations to invest in Anaheim and provide well- paying job opportunities to our working/ middle class. We must have a 20- and 30-year vision for the city's economic growth, and sources of income like the ones adopted in SaudiArabia to get itself of being dependent on oil income. Exploring alternative income though must not lead to neglecting the tourism industry in Anaheim, perhaps, we should work on attracting more conventions to bring life back to the Anaheim convention center and the businessessurrounding it, which will generate income and create jobs.

Talab Ibrahim
Attachment C
As a resident and business operator in the resort district, I believe there is a gap between our residents and our resort district. To bridge this gap, it is important for residents, businesses, and city officials to work together and communicate effectively to dispel any misconceptions, which will thrive us as a community and break any division between us all.

Ensuringa high standard of living in Anaheim is an all-time priority. Anaheim should be known for its quality of life, as it offers the unique combination of being able to live, work and vacation in proximity.

Our kids deserve better school systems and new families deserve a better living condition. Attracting skilled workers to reside in Anaheim will help create vibrant communities in all of Anaheim' s neighborhoods.

I am interested in serving the residents of District 4 as their council member. Our district deserves to be served at the same level as all other districts. With my experience in public service, budgets, policy, business and labor, and, especially serving constituents, I think I can represent them from day 1.

Serving our residents under 2 legislators, I understand the need for open and honest communication, the need to be available to our residents and the need to bring services to them.

I have both the skills and the experience to do that.

Serving as a council member is not just an opportunity to vote on issues, policy and budgets. More importantly, it is an opportunity to serve our community and Anaheim.

What do you see as the top issues facing District 4 and the City of Anaheim? ( Separate attachment may be included):

The housing and care of unhoused individuals will continue to be a top issue, both in District 4 and the whole of Anaheim.

As our economy heads into a recession ( short or long), affordable/ workforce/ low income housing remains an issue.

During the COVID shutdown, we learned the importance of the viability of our resort area and those businesses built to support the area. We also learned that a city cannot/should not rely on one industry. We need to work to attract diversified business in Anaheim.

The potential sale of the Angels and the status of the stadium property will be a major issue - one that needs to be transparent, as open as legally possible and a win for our city and its residents.

Expanded city services across the city ( ie police response, code enforcement, senior services, library services) need to be addressed.

What are your priorities for District 4 and the City of Anaheim? ( Separate attachment may be included):

The completion of the rehab at Boysen Park in a reasonable timeframe is important to the many residents and ball players.

A city the size of Anaheim should have at least one stand alone senior center to serve the very unique needs of that population. I propose that it be located in District 4.

The potential of under grounding utilities ( to the extent possible) and improving traffic flow on East Street should be a city priority.

Police and Code Enforcement response needs to be equally maintained throughout the city - response in District 4 should be equal to all other districts. Results should not be skewed by including the resort area in the response times.

District 4 residents should have regularly scheduled " City Hall In Your Neighborhood" events so that residents can access staff and their council member without going to city hall.

Regular, consistent evaluation of the status of Short Term Rentals issues with the residents of District 4 affected by the rentals.

Parking in impacted areas needs to be reviewed and discussed with residents - find solutions.

Pursuant to Section 501 of the Charter, I am and have been a resident and qualified elector of District 4 at the time of and for the thirty ( 30) days immediately preceding possible appointment to office. Reasons why you are interested in serving. State your interest in the position, qualifications, skills, or experience that can best serve the residents of District 4 and the City of Anaheim ( separate attachment may be included):

Like many Anaheim residents, I have been saddened by the confirmation of long-suspected corruptionat City Hall and municipaldecisionsover the past severalyears that did not represent my values or priorities. For a decade, I served as a policy advisor and the Deputy Chief of Staff to two membersof the Orange County Boardof Supervisors. Duringmy last full FiscalYear, in 2017- 18, the County of Orange had 18, 000 employees and a $ 6 billion budget. In addition, I volunteered on the Anaheim Budget Commission, from 2016- 18, as the Mayoral appointee.

For the past four years, I have served on the Anaheim Elementary School District Board of Trustees, having been elected by the voters in Trustee Area 4, which overlaps considerably with Council District 4. Throughout this time, I have attended numerous school events, activities, and meetings, connecting with families and students to understand and assist with their needs. AESD has implemented many programs and policies after having heard resident concerns and has secured grants to establish two Community Schools, at Ponderosa and Paul Revere elementary schools.

As a teacher in Anaheim, I work with the youth of Anaheim and their parents on a daily basis in a variety of capacities. I must often work with students whose behaviors result in large part from a home life that includes lack of transportation, food, and sleep, in addition to financial crises at home, highlighting the many needs in District 4 and citywide. As a special education teacher, I work with a populationthat requires patience, compassion, understanding, and a solution-oriented mindset while ensuring they receive accommodations to achieve educational equity. For the past two years, I haveworkedwith plurilingual, formerly emergingbilingual, studentsonce a month at the junior high level to help them assimilateinto the City of Anaheim by focusing on social-emotional well- being and a sense of community.

What do you see as the top issues facing District 4 and the City of Anaheim?( Separate attachment may be included):

1. Housing and cost of living. Many students I work with have been forced to leave Anaheim, not becauseof dissatisfactionwith our schools or the community, but becausetheir familiescannot afford to live in the City. Having affordable housing would keep these communities together, meet State RegionalHousingNeedsAssessmentnumbers, and allowfor those experiencing homelessnesswho want permanenthousingto have it.

2. PublicSafety. Manyof our schoolsand neighborhoodshave sufferedfrom vandalism, including graffiti and damagedproperty. Parentshave expressedconcern regardingschoolviolenceand traffic safety, requesting more law enforcement visibility and crossing guards. In our neighborhoods, residents have had belongings stolen from their patios or balconies, their mailboxes pried open and mail stolen, and package thefts.

3. Civic Upkeep and Amenities. All areas of Anaheim should receive the same level of street maintenance, free of potholesand dangeroussidewalkconditions. Significantportionsof District4 and most of flatlandsAnaheimsuffer from a lack of parkingavailabilityand safe recreationalpaths.

What are your priorities for District 4 and the City of Anaheim? ( Separate attachment may be included):

1. Support transparent affordable housing developments.

2. Advocatingfor our city's youth through collaborationwith our school districts as they pursue Community Schools funding to reinforce our schools as a space for families to congregate, and in civic engagementand careerexplorationthroughthe Anaheim InnovativeMentoringExperience AIME) Program.

3. Promotepublic safety throughcontinuingto investigatepropertydamagecrimes, vandalism, and prevent and prosecute street racing and street takeovers.

4. Ensure equity citywide in parking availability, street/ sidewalk maintenance, and other recreationalopportunitiessuch as parks, swimmingpools, and walking/bikingtrails.

I am a female immigrant who has lived in district 4 in the city of Anaheim for 33+ years. I understand from my experience what hard work, opportunities and loyalty means. I am a homeowner in District 4, married with 4 children born and raised in Anaheim. I immigrated in 1989 and found in the City of Anaheim a place to call home.

As a State of California employee for 19+ years, working as Fiscal Officer I understand the importance of finance, budget, planning, income/expenses and the analytical skills needed to run a successful non- profit organization. I have over 3 decades of experience in finances with accounts receivables, budget planning, state regulations, cash management in private academic and medical settings.

As a believer and compassionate person, I understand the role of a community leader able to connect residents/ businesses and government in order to facilitate an understandable agenda. I have strong communication skills and the ability to serve as a liaison with our diverse community. I am a good listener, and advocate with a passion to serve.

What do you see as the top issues facing District 4 and the City of Anaheim?( Separate attachment may be included):

Homelessness: The homeless situation is a top issue to Anaheim, specially District 4. Homeless factors are very complex, as it is a mix of mental health issues, drugs and substance addiction, and even some criminal element. Understanding who our homeless are, we can create strategies to prioritize the use of public and private resources.

What are your priorities for District 4 and the City of Anaheim?( Separate attachment may be included):

Continue enhancing the CCRT, mental health services, and supporting the Salvation Army and other nonprofit organizations partnering to reduce the homeless population.

If current budget allows; support and increase code enforcement to address commercial shopping centers along State College boulevard, continue supporting Beach Boulevard Revitalization, learn from it and expand the program to State College and other City corridors.

Support the acquisition of more police officers and their community policing program.

Study and explore possible solutions for parking issues at the Ponderosa Neighborhood.

Address graffiti issues withing 24 hours of occurrence and educate our neighbors on how to report graffiti and other issues.

Continue diversification of Anaheim' s economy to reduce financial dependency on Disney.

My career in hospitality helps me to better understand the assets and challenges of our resort. I knowhowimportantit is as a tax generating source to fund our libraries, police, and fire departments as well as so many other neighborhood improvements.

I appreciate the council members concentration to be on their specific district yet see the city as a whole. I believe each district has needs and assets that we need to work together to optimize. I am especially interested in the success of the ocV! be project and all that it will bring to the future of our city as a whole.

As a foundingmemberof LeadershipAnaheimover20 yearsago, I believewe needto constantly be educating and recruiting the residents to know our city and volunteer opportunities better. This education process creates a passion to get involved and the city grows their resources of talented and eager generations to serve and give back. I look back and see so many successful "students" that were in that learning process serving on boards and commissions now. We need to start another program like this as soon as possible.
