DISCUSSION:

The Community Services Department (Department) frequently requires professional consultant services to support capital improvement projects. These services are necessary to support the Department’s efforts to effectively plan and implement budgeted projects such as new parks, park upgrades, trails, existing facility remodels, planning and feasibility studies, etc. The use of these professional services allows staff the ability to manage multiple projects at a time in order to meet the needs of a diverse community, while also benefiting from the consultant’s expertise specific to particular projects.

Unlike municipal construction contracts where successful bids are awarded to the lowest responsive bidder, professional service contracts are awarded to the most qualified firms with fair and reasonable fee structures. Pre-qualifying consultants allows the Department to improve project efficiencies and compresses schedules by eliminating duplicate efforts associated with contract negotiations, and repeatedly checking qualifications and references.

On October 18, 2022, the Department sent a Request for Qualifications (RFQ) (Attachment 1) to the general consulting community and received 35 Statements of Qualifications (SOQ) from multiple disciplines. In accordance with the qualification- based selection protocol, as established by City Council Policy No. 4.1, the Department designated a review panel that evaluated and ranked all SOQs to determine if they complied with the requirements set forth in the RFQ. Each of these 32 consultants displayed a thorough understanding of the scope of work, appropriate qualifications of the proposed staff, a reasonable fee schedule, and demonstrated success on relevant work previously performed.

Attached for approval is the Master Consultant Agreement template. Under the Terms of the Agreement, consultants will be asked to submit project-specific proposals when services are required. The maximum contract amount per Work Order Package will be $450,000, with a total not-to-exceed contract amount of $1 million per year, per consultant. This limit is based on past projects, scope of upcoming projects, and the level of service required. The agreement term is for five years, with an extension not to exceed six months as needed to complete ongoing projects. As has been done in the past, after these Master Agreements expire, the Department will issue a new RFQ in order to ensure that costs remain competitive and to provide opportunities for other qualified consultants to participate.

IMPACT ON BUDGET:

Funding for capital projects is typically provided by restricted funds and each project’s budget is subject to City Council approval. Projects will be awarded based on funds available in the Community Services’ Capital Improvement Program Budget.
