SUBJECT: ORDINANCE ESTABLISHING THE ANAHEIM

CAMPAIGN CONTRIBUTION LIMIT
ATTACHMENT (Y/N): YES ITEM # 09
RECOMMENDATION:

That the City Council, by Ordinance, establish the campaign contribution limit in the City of Anaheim Campaign Reform Law at $2,500, as required by Section

1.09.050 of the Anaheim Municipal Code.

DISCUSSION:

Section 1.09.050 of Chapter 1.09 of Title 1 of the Anaheim Municipal Code provides that no person shall make, and no candidate or candidate controlled committee shall accept, any contributions for a city election which would cause the total amount contributed by such person to such candidate or controlled committee to exceed the Contribution Limit amount as established by ordinance pursuant to the Code.

Paragraph .0502 of subsection .050 of Section 1.09.050 provides as follows:
“The City Council shall, by ordinance, adjust the contribution limitations in January of odd-numbered years to reflect any cumulative increase or decrease in the Consumer Price Index for all urban consumers for the Los Angeles-Riverside- Orange Counties Urban Area as announced by the United States Department of Labor since the last adjustment. Such adjustments shall be rounded off to the nearest hundred dollars for the limitations on contributions.” (Ital. added.) The last adjustment to the campaign contribution limit was following the election cycle ending December 31, 2020, which set the contribution limit at $2,200.

Pursuant to information provided by the Finance Department, the cumulative increase in the Consumer Price Index (CPI) for all urban consumers for Los Angeles-Long Beach-Anaheim, CA1 since December 31, 2020 is 11.8%.

A 11.8% increase in the previous campaign contribution limit equals $2,460.

Rounded to the nearest $100 as required by Section 1.09.050, the maximum campaign contribution limit for the election cycle commencing January 1, 2023 should be $2,500.
