CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: FEBRUARY 7, 2023
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: LICENSE AGREEMENT WITH ANAHEIM FAMILY YMCA
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve a License Agreement (Agreement) with the Anaheim Family YMCA (YMCA) for the free use of gymnasiums at the Downtown Anaheim Youth Center and West Anaheim Youth Center during specified use hours, and to rent the gymnasiums at a reduced rate of $30 per hour during scheduled hours when the facilities would normally be closed, for a period of five years, with an option to renew for three additional one-year terms; and authorize and direct the Director of Community Services, or designee, on behalf of the City, to execute the agreement and any related documents and take any and all actions as necessary to implement and administer the Agreement.

DISCUSSION:

The Community Services Department has partnered with the YMCA for over 20 years by providing free gymnasium space at the City’s two youth centers for the purpose of conducting YMCA youth recreation/sports programs, such as youth basketball, gymnastics, volleyball, and ballet classes. The YMCA serves over 1,200 youth annually through their programs. These programs provide youth in Anaheim the opportunity to participate in healthy activities that support their individual wellbeing and growth.

The YMCA’s primary request for use occurs during the facilities’ normal operating hours, thus incurring no additional direct operational expense to the City. The License Agreement with the YMCA will continue to include a special rate of $30 per hour required to offset direct operating costs of the facilities if the YMCA requests additional time outside of normal operating hours. The special rate of $30 per hour is lower than the normal gymnasium rental rate for a non-profit organization of $50 per hour, which covers both direct and indirect operating costs. The term of this License Agreement is for five years, with three additional one-year terms.

IMPACT ON BUDGET:

Revenues generated by this agreement will be recorded in the Community Services Department’s General Fund budget.
