CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE & RESCUE DEPARTMENT
DATE: FEBRUARY 7, 2023
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: APPLICATION FOR THE FY 2022 ASSISTANCE TO

FIREFIGHTERS GRANT PROGRAM (AFG)
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council:

1. By Resolution, authorize the Fire Chief, or his designee, to submit a grant application on behalf of the City of Anaheim, to the Department of Homeland Security for the Fiscal Year 2022 Assistance to Firefighters Grant Program (AFG) and execute all related grant documents; and

2. By Motion, amend the Fire & Rescue Department budget accordingly, in an amount not to exceed $85,000, for the fiscal year in which grant funds are awarded, if the application is successful.

DISCUSSION:

The Federal Emergency Management Agency (FEMA) of the United States Department of Homeland Security (DHS) has developed grant programs to assist fire departments in protecting the public and emergency personnel from fire and related hazards. The Assistance to Firefighters Grant Program (AFG) is accepting applications at this time.

The Assistance to Firefighters Grant (AFG) assists fire departments in purchasing equipment and tools for firefighting, personal protection equipment, and wellness and fitness equipment. The Fire & Rescue Department (Department) has utilized this grant program in recent years to replace expired self-contained breathing apparatus (SCBA) bottles and aged cardiac monitors.

At this time, the Department is requesting funding to enhance its fitness training program. Fitness activities strengthen emergency responders so that their mental, physical, and emotional capabilities are resilient enough to withstand the demands of hazardous operations. To that end, grant funds would replace aging fitness equipment that is approaching the end of its safe and useful life and would include a rowing machine, treadmill, and stationary bicycle at each of the 12 fire stations. The estimated cost of the equipment does not exceed $85,000. A 10% local match of up to $8,500 would be required, and funds are available to match the grant, if the application is successful.

Respectfully submitted,
