The bid was based on providing 390 ballistic vests and accessories for the Police Department. Bidders were not required to bid on all items, and the majority of bids only covered certain items each company carried. Staff recommends splitting the award to the three bidders and awarding the lowest responsive bidder for each line item. In doing so, the City will obtain the most competitive pricing.
The Anaheim Police Department is tasked with policing a city with a dense urban population, critical infrastructure, and high-profile venues that attract more than 20 million annual visitors. With the exception of officers assigned to the Tactical Response Group (TRG), officers are issued soft body armor, which is only capable of stopping most handgun ammunition. While this body armor is adequate for the majority of incidents, it does not provide adequate ballistic protection against someone armed with a rifle or other high-powered firearm. The industry standard is to issue every officer a ballistic vest in the form of a plate carrier that is equipped with ballistic plates capable of stopping a bullet fired from a rifle or other high-powered firearm. The hard, ballistic plates provide increased ballistic protection which is above and beyond currently issued soft body armor. The plate carriers offer a means of wearing the hard ballistic plates over the duty uniform, allowing for a rapid response.
The plate carrier configuration the Police Department is seeking to purchase was configured by members of the Training Detail, Tactical Response Group, and Major Incident Review Team with comfort, adjustability, longevity, quality, and safety in mind. The plate carrier configuration is a clearly identifiable police protective garment that is similar to what law enforcement agencies throughout the county, state, and nation already use. The configuration includes additional equipment such as two (2) rifle magazines, a mount for a body-worn camera (BWC), two (2) individual first aid kits (IFAKs), utility pouches, and an emergency carry litter (flexible rescue/evacuation stretcher). In addition to their ballistic protection, the plate carriers and associated equipment provide officers with enhanced capabilities to provide immediate, life-saving medical care to members of the community or other officers at the scene of a critical incident. This project will equip every officer and sergeant with a plate carrier and associated equipment and will be funded with the Police Department’s Supplemental Law Enforcement Service Funds (SLESF).
