DISCUSSION:

Administrative Regulation No. 220 provides that the City must conduct pre-employment screenings for new city employees. Various other city administrative regulations outline specific processes and requirements for other medical job related services for city employees, such as on-the-job accidents/injuries.

On September 22, 2022, the Human Resources Department issued a Request for Proposal (RFP) to provide services for its occupational health and medical standards program, which was necessary to support the Recruitment Division with the increase in new hires the City has been processing over the last year. An evaluation team evaluated the proposals and after a thorough review of the responses, in-depth interviews with each vendor, and in accordance with Anaheim’s RFP process, the team selected three of the Agreements with Occupational Health Centers of California, DBA Concentra Medical Centers, Occu-Med, Ltd., and Southern California Permanente Medical Group for Employment Related Medical Services February 7, 2023

four medical providers. Selection of the three vendors will provide the City with multiple provider options including greater screening locations to expedite the pre- employment screening process which will be a benefit to all city departments with active recruitments.

Concentra and Occu-Med, Ltd. have over 40 years of experience in providing medical evaluation services in multiple government agencies. Southern California Permanente Medical Group has over 30 years providing medical evaluations to government agencies and public safety departments. The providers will complete all aspects of required medical pre-screening based on regulations, medical expertise, and essential functions as well as necessary on-the-job evaluations based on job classifications, which may include job analyses, as needed.

IMPACT ON BUDGET:

Sufficient funds are included in the Human Resources Department’s General Insurance Fund budget. Future years are subject to City Council’s approval of budget appropriations.

Respectfully submitted,
Linda N. Andal
Human Resources Director
