SOFTWARE
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1) Approve a Professional Services Agreement (Agreement) between the City of Anaheim (City) and Spatial Wave, Inc. (Spatial Wave) in an annual total amount not-to-exceed $75,000, with a 10% contingency, to upgrade software used for real-time water infrastructure maps, water outage notification and trace tool capabilities, related support and maintenance, additional software licenses, and as-needed professional services for a term of one-year, with automatic annual renewals thereafter;
2) Approve a License Agreement (License) with Spatial Wave, Inc. which provides the scope of use for the software, data, web services, and documentation; and 3) Authorize and direct the Public Utilities General Manager, or designees, on behalf of the City, to execute and deliver the Agreement, License, order forms, work orders, change orders, and related documents, and take such actions as are necessary, required, or advisable to implement, fund, and administer the Agreement and License.
DISCUSSION:
At their meeting on January 25, 2023, the Public Utilities Board (PUB) recommended that the City Council approve the Agreement and License with Spatial Wave.
Anaheim Public Utilities (APU) has utilized Spatial Wave software since upgrading the water system operations software in 2015. The solution provides water operators a single interface to access, view, and monitor water infrastructure information geospatially in a digital map view and interface with outage management, mapping, and customer information systems. The software is utilized by staff to identify customers impacted by infrastructure upgrades and outages and to create and process work orders for field crews to maintain and repair water infrastructure.
Approval of the Professional Services Agreement and License Agreement with Spatial Wave, Inc. to Upgrade Water Infrastructure Maintenance Software
February 7, 2023
APU evaluated the option of issuing a new solicitation for a similar solution and determined that the cost of approximately $500,000 and time to integrate a new software platform far exceeds an upgrade to the existing system. Additionally, Spatial Wave is used throughout the water utility industry, including at Irvine Ranch Water District, South Coast Water District, and the City of Pasadena. Upgrading the software solution will improve real-time mapping, update map data, allow tracing of assets to minimize outages, and display data during planned and unplanned outages.
The total annual not-to-exceed amount is $75,000, plus a 10% contingency, which includes the professional services to upgrade the software system at a cost not-to-exceed $19,980, ongoing support and maintenance, as-needed professional services, and an option to purchase additional software licenses to make future enhancements to address customer and utility requirements. Implementation of the software upgrade is expected to take four months. The Agreement is for one-year with annual renewals unless terminated by either party.
IMPACT ON BUDGET:
Sufficient funds are budgeted in APU’s Fiscal Year 2022/23 restricted Water Fund budget, and future years are subject to City Council’s approval of budget appropriations.
Respectfully submitted,
Dukku Lee
Public Utilities General Manager
