ATTACHMENT (Y/N): YES ITEM # 04
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve agreements with ALTA Language Services, Inc. and Language Testing International, Inc. to provide language proficiency testing services for bilingual City employees to demonstrate target language competency, for a three year period, with the option to extend up to two additional years in an amount not to exceed $350,000; and authorize the Human Resources Director, or designee, to execute the agreements, renewal options, and other related documents and to take necessary actions to implement and administer the agreements.

DISCUSSION:

Various Memoranda of Understanding and the City’s Personnel Rules afford eligible employees assigned to certain classifications bilingual pay provided such employees demonstrate their competency in speaking, reading, and/or writing in another language as part of their regular duties.

On September 16, 2022, the Human Resources Department issued a Request for Proposal (RFP) to provide services for language proficiency testing services. A City team evaluated the proposals and after a thorough review of the responses, interviews with each vendor, and in accordance with Anaheim’s RFP process, the team selected two of the four language proficiency service providers. Selection of the two (2) vendors will provide the City with onsite and virtual proctored evaluations. Further, two vendors will provide the City with greater resources to support the Recruitment Division as they process and test new hires as well as administer testing to recertify current bilingual employees.

ALTA Language Services, Inc. and Language Testing International, Inc. have over 25 years of experience in administering reliable and defensible language proficiency assessments in over 120 languages for multiple government agencies. are able to provide in-person and virtual examinations to validate and certify an employee’s language proficiency levels based on job classifications. Given the recent increase in recruitments to positions with bilingual needs, the examination options available to the City will help expedite the processing of new hires.

IMPACT ON BUDGET:

Sufficient funds are included in each respective department’s personnel testing budgets.

Future years are subject to City Council’s approval of budget appropriations.

Respectfully submitted,
Linda N. Andal
Human Resources Director
