DISCUSSION:
City boards and commissions (“commissions”) perform a valuable service to the City by providing a means by which the City Council can obtain the advice, opinions, and recommendations of City residents and other members of the community At the November 8, 2022 General Municipal Election, the Mayor and Council Members representing Districts 2, 3, and 6 were elected, thereby requiring appointments to occur with the new election cycle. At the Council Meeting of January 24, 2023, the City Council filled the District 4 vacancy with a direct appointment pursuant to Section 503 of the City of Anaheim Charter. Each appointment is directly nominated by and serves a term concurrent with the nominating elected official, which is ratified by an affirmative majority vote of the City Council.
At the January 10, 2023 Council meeting, Mayor Ashleigh Aitken and District Council Members 2, 3, and 6 (Council Members Carlos Leon, Natalie Rubalcava, and Natalie Boards and Commissions [Re]Appointments
February 28, 2023
Meeks, respectively) appointed members to several boards and commissions and continued certain appointments to be appointed at a later date. The following boards/commissions are brought forward for direct appointment by District 2 Council Member Leon: i) Planning Commission; and by District 3 Council Member Rubalcava:
ii) Community Services Board.
Craig Farrow was first appointed to the Community Services Board by District 4 Council Member Avelino Valencia on January 26, 2021 to a term ending December 31, 2024. Natalie Rubalcava was first appointed to the Housing and Community Development Commission by District 4 Council Member Avelino Valencia on June 21, 2022 to a term ending December 31, 2024. Ms. Rubalcava was elected to the District 3 Council Member seat at the November 8, 2022 General Municipal Election, which created a vacancy for the District 4 appointment and therefore an appointment to complete her term is necessary.
Norma Campos Kurtz was first appointed to the Public Utilities Board by District 4 Council Member Avelino Valencia on January 26, 2021 to a term ending December 31, 2024. Ms. Kurtz was appointed to the District 4 Council Member seat on January 24, 2023, which created a vacancy for the District 4 appointment and therefore an appointment to complete her term is necessary.
