CITY COUNCIL AGENDA REPORT
City of Anaheim
HOUSING & COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: FEBRUARY 28, 2023
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: FY 2022-2023 ANNUAL ACTION PLAN FIRST AMENDMENT TO
ALLOCATE COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) AND HOUSING OPPORTUNITIES FOR PERSONS
WITH AIDS (HOPWA) FUNDS
ATTACHMENT (Y/N): YES ITEM # 06 GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve the First Amendment to the Fiscal Year 2022-2023 Annual Action Plan, in substantial form, and designate the Director of Housing & Community Development as the Certifying Official authorized to execute all documents related to the administration, management, and implementation of the funding. The amendment will add new activities and modify the 2022-2023 Annual Action Plan (AAP) program budget. Specifically, the City intends to cancel the $10,000 originally allocated to Early Childhood of OC and reallocate those CDBG Public Services funds for the Community Services Department to use for the Brookhurst Teen Center and to increase an additional $17,877 in funds for Housing Opportunities for Persons with AIDS (HOPWA) Supportive Services.
DISCUSSION:
The City of Anaheim receives funding from the U.S. Department of Housing and Urban Development (HUD) for four major programs; Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) Program funds. These programs are used to address critical, unmet local needs in the areas of affordable housing, public facilities, infrastructure, economic development, and public services.
The FY 2022-2023 Annual Action Plan sets forth the City’s proposed activities to achieve the Housing and Community Development goals described in the 2020-2024 Consolidated Plan approved by the City Council in July 2020.
In August 2022, staff presented the FY 2022-2023 Annual Action Plan to the City Council as is customary each year. The City is now processing the 2022 - 2023 AAP First Amendment to modify the 2022-2023 AAP program budget. Specifically, the City intends to cancel the $10,000 originally allocated to Early Childhood of OC as their technical assistance program ultimately was determined to be ineligible for funding and reallocate the CDBG Public Services funds for the Community Services Department to First Amendment to FY 2022-2023 Annual Action Plan

use at the Brookhurst Teen Center expansion. The Brookhurst Community Center’s expansion with the addition of a Teen Center provides dedicated programming space for the City’s Project S.A.Y (Support Anaheim’s Youth) Youth Development Program.
Project S.A.Y. serves junior high and high school age youth (13-17 years of age) and their families by using a combination of outreach, recreation, socialization, education, and individualized guidance to engage youth in positive and constructive activities.
Community Development Block Grant funding will be utilized to furnish and equip the new Teen Center space to continue its programming for use by area youth, which averages 26-33 participants daily. The City’s Project S.A.Y. Youth Development program will operate and manage the new Teen Center space at the Brookhurst Community Center. The center’s operational hours will be Monday through Friday during key after-school hours and on select Saturdays. In this space, area youth will be offered the opportunity to engage and participate in leadership, community service, education, recreation, socialization, and arts activities on a daily basis.
Lastly, the amendment will allow for an increase of an additional $17,877 for HOPWA Housing & Supportive Services to increase the amount of client households the budget is able to serve with short term supportive housing, emergency financial assistance, rent/utility deposits, independent skills classes, food bank, and housing navigation, bringing the total amount of the budget for supportive services for people living with HIV/AIDS from $921,152 to $939,029.
In accordance with the Citizen Participation Plan, the draft version of this AAP Amendment was published for a public comment period of 35 days from January 12, 2023 to February 15, 2023. No public comments were received on this item.
IMPACT ON BUDGET:
There are sufficient appropriations in the Housing and Community Development and Community Services Departments’ FY 2022/23 budgets.
Respectfully submitted,
Grace Stepter
Director of Housing & Community
Development Department
