RECOMMENDATION:
That the City Council, by Motion, approve the First Amendment to Professional Services Agreement by and between the City of Anaheim and Michael Baker International, Inc., to increase the not to exceed amount from $130,000 to $390,000 for on-call project management and related consulting services and authorize the City Manager, or his designee, to execute and administer the agreement on behalf of the City.
DISCUSSION:
The Economic Development Department (Department) focuses on creating ongoing revenue opportunities, consistent with citywide policy directives, and to ensure the City’s economic development functions and resources are organized and aligned in a way that maximizes efficiency and successful outcomes. The Department also prioritizes clear and attainable economic development goals and objectives that seek to foster growth of our existing businesses and assets while also establishing policies and programs aimed at attracting new businesses and development opportunities.
In January 2022, staff requested bids for multi-disciplinary consulting services firms offering on-call professional staffing and technical services related to engineering, economic development, planning, and project management. Three firms submitted proposals and each was reviewed by Economic Development staff in accordance with the criteria provided to them. At the time, staff recommended that the City enter into an Agreement with Michael Baker International, Inc.
Michael Baker International, Inc. currently assists with the Department’s priority projects including citywide business services, storefront improvement program, studies for capital improvement projects, and several project management support services that are currently needed. They have extensive experience in planning, engineering, project management, and a comprehensive range of project administration services. This firm has provided on-call services to support the City in the past and will assist the Department implement the City’s specific economic development goals. Agreement runs for a term of one year terminating on March 1, 2023, and includes two one-year extensions.
Due to the increase in Economic Development activity in recent months, staff is requesting this increase in contract authority to have Michael Baker International, Inc. provide program/project management services.
IMPACT ON BUDGET:
Funding is available in the Economic Development Department’s FY 2022/23 Budget.
Subsequent years will be subject to City Council’s approval of budget appropriations.
