CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: FEBRUARY 28, 2023
FROM: POLICE DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH SCOTT

MADDY, DBA SDM CONSULTING, FOR POLICE FACILITY

INFRASTRUCTURE PROJECT COORDINATION AND
MANAGEMENT & MAINTENANCE OF 800 MHZ RADIO

SYSTEMS
ATTACHMENT (Y/N): YES ITEM # 19
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:

1. Waive Council Policy 4.1 and approve the Agreement with Scott Maddy, dba SDM Consulting, in an amount not to exceed $225,000, from February 1, 2023 to January 31, 2024, to coordinate and manage police facility infrastructure projects as directed, coordinate with Anaheim Police Department (APD) Information Technology (I.T.) staff on projects within police facilities, and manage and maintain the department’s 800 MHz radio systems; and

2. Authorize the Chief of Police to execute the Agreement and to take any and all actions necessary to implement and administer the agreement on behalf of the City.

DISCUSSION:

The Anaheim Police Department is focused on the mission of maintaining a safe community to live, work, and play. To maintain operational efficiency and keep pace with technological advances, the Police Department’s buildings and facilities regularly require adaptation, reconfiguration, and enhancement of work spaces. The department also requires the management and maintenance of the Motorola communications system.

The infrastructure at its main headquarters location on Harbor Boulevard demands significant upkeep and the coordination of repairs and maintenance with the Public Works Department. With the bulk of the City’s 24-hour police operations stationed, working, and deployed from there, it is critical these projects and essential maintenance be completed promptly and in a manner which limits the disruption to essential public safety service delivery.

In addition to the main police facility, the department operates a west station on Beach Boulevard, an east station on Santa Ana Canyon Road, sub-stations in the Resort District, an annex / storage / training facility on E. La Palma Avenue, and a heliport at Fullerton Airport. Charged with ensuring the secure storage of property for statutory time periods, the department also operates off-site facilities. Besides regular and ongoing maintenance and repairs provided by the Public Works Department, each of these facilities has unique operational demands and undergoes periodic reconfiguration to accommodate service delivery changes and enhancements.

While Anaheim Public Works, through the Facilities Division, delivers service to meet the growing demands highlighted herein, a project coordinator with the requisite background in construction, as a fire inspector, and unparalleled historic knowledge of the various facilities’ unique characteristics and challenges is essential to facilitate the coherent completion of the required work. Furthermore, a keen understanding of the sensitive and often round the clock work being done within these facilities is crucial to avoid disruption and unnecessary or undue downtime of systems. To best meet the workload described above in a fiscally responsible manner, it is the department’s recommendation that the impactful work described herein be coordinated through a professional service agreement with the selected contractor, SDM Consulting (Consultant). Moreover, Consultant will, when requested by Anaheim Fire Department, review plans submitted to the City for installation of engineered Distributed Antenna Systems (DAS) as required by California Fire Code (CFC) 510. Consultant will work with the installing contractors and Orange County Communications Engineers to ensure proper and legal installation of such systems. Consultant is licensed to repair land, mobile, and portable radios and has been providing training and maintenance of the department’s Motorola 800 MHz radio system and portable radios. Since familiarity with APD’s facility infrastructure and I.T. platforms is critical to the success of this proposal, the department recommends Council Policy 4.1 be waived and the contract approved.

IMPACT ON BUDGET:

Sufficient funds are available in the Police Department FY22/23 General Fund budget.

Future fiscal year appropriations will be subject to Council approval of budget appropriations.

Respectfully submitted,
Jorge Cisneros
Chief of Police
