CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: FEBURARY 28, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE THE FINANCE DIRECTOR TO EXECUTE THE

LEASE AGREEMENT WITH COUNTY OF ORANGE FOR THE

USE OF PREMISES IN THE ORANGE COUNTY DATA CENTER
(OCDC) TO SUPPORT THE CITY’S DISASTER RECOVERY

PROGRAM
ATTACHMENT (Y/N): YES ITEM # 20
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, authorize the Finance Director to execute the Lease Agreement with County of Orange for the use of premises in the Orange County Data Center (OCDC) to support the City’s Disaster Recovery (DR) solution, for the term of three (3) years with optional extensions of two (2) additional one (1) year terms for a total not to exceed annual amount of $50,000 with one time startup cost of approximately $20,000.

DISCUSSION:

Background
City governments are dependent on the use of computer networks and other technology for many day-to-day and mission critical business operations. As a matter of responsibility to the City’s constituents, a Disaster Recovery (DR) solution is necessary to mitigate the risk of cyber-attacks or other disasters and ensure the business continuity in critical operations. DR allows for access to software, data, and/or hardware to resume the performance of essential business functions in the event that the City’s data center is rendered inoperable.

In designing a DR solution, staff spent time defining and reviewing system capabilities and operational requirements through several rounds of technical and business assessment sessions. Design solutions including cloud-based and hybrid solutions were considered, and ultimately an offsite data center was identified as a far more feasible and economical solution to meet the City’s requirements and needs.

To facilitate the offsite data center, staff is recommending leasing space at the Orange County Data Center (OCDC), to serve as a backup facility to allow the maintenance of a mirrored copy of our primary production center. The offsite location will be used to perform near real-time backup or replication of critical data, which will minimize system Authorize the Finance Director to Execute the Lease Agreement with County of Orange for the Use of Premises in the Orange County Data Center (OCDC) to Support the City’s Disaster Recovery Program February 28, 2023

downtime and near-zero data loss. The DR site will run without disruption to ensure data synchronization between the sites.

Orange County Data Center
OCDC is the primary data center for the County of Orange, California located at 1400 South Grand Avenue in the City of Santa Ana, which is managed by Orange County Information Technology (OCIT). OCDC is a world-class co-location data center with exceptional performance, security, and reliability. They also host DR operations for other municipalities and local agencies.

In addition to the reasonable rates offered by OCDC for the type of space being leased, the City is also able to leverage existing relationships between OCIT and the City’s IT service provider, SAIC. SAIC also provides operations support at OCDC, and their familiarity and daily presence at the location will help ensure operational consistency and promote synergy for the City’s benefit. This also helps minimize startup costs, and secure timely response times in the event of a DR activation.

Terms and Costs
The term of this lease is three (3) years with optional extension of two (2) additional one (1) year terms for a total not to exceed annual amount of $50,000 with one time startup cost of approximately $20,000.

The equipment and setup costs are part of the Information Services Infrastructure capital purchases being advanced in schedule to mitigate growing risks and vulnerabilities in the City’s computing environment. The total amount of the purchase will be funded through the Master Equipment Lease/Purchase Agreement with Banc of America Public Capital Corporation (BAPCC), which was approved by the City Council on March 1, 2022.

IMPACT ON BUDGET:

Sufficient funds are available in the Finance Department’s Fiscal Year 2022/23 Information Services Capital Improvement budget which includes the BAPCC financing proceeds.

Respectfully submitted,
Deborah A. Moreno
Finance Director/City Treasurer
