CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: FEBRUARY 28, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR SUMP PUMPS, CLAMPS, AND

OTHER MISCELLANEOUS ELECTRICAL MATERIALS
ATTACHMENT (Y/N): NO ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept the bid from Anixter Inc., in the amount of $434,097.29 plus applicable tax, for the purchase of sump pumps, clamps, and other miscellaneous electrical materials for Anaheim Public Utilities, all in accordance with Bid #9660.

DISCUSSION:

Purchasing solicited bids from known suppliers and posted the bid on the City’s bid portal. A sealed bid was received by 2:00 p.m., January 26, 2023, from the following bidder, and was publicly opened immediately thereafter.

Bidder Bid Price
Anixter Inc. $481,129.41*
Corona, California
*Not all bid items awarded.

The bid was based on the forecasted need of each type of electrical material. The bid quantity of each item was established by reviewing the current on-hand inventory for many of the items. These purchases will be used for planned projects and to replenish inventory.

Fifteen prospective bidders registered to view the bid. Purchasing staff reached out to the other potential bidders. OneSource Distributors, a regular bidder with the City, indicated they missed the bid deadline, another company provided pricing to multiple potential bidders who did not choose to submit any bids, and another company mentioned that they considered only bidding on a single item. In previous bids, Anixter and OneSource were the leading bidders for these types of items as other companies have merged over time, creating less competition in the market.

Since only a single bid was received, staff analyzed each item to determine if we should award that bid line. Staff compared the cost of each item to the most recent purchase price and also verified pricing and availability through other sources to determine if the bid offer warranted an award. Based on the research, staff recommends awarding only 16 of the 24 bid lines. Purchasing staff will work with Public Utilities to obtain the remaining eight (8) items through other purchasing methods.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Utilities Department Fiscal Year 2022/23 Electric Utility Fund budget.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Dukku Lee
Purchasing Agent Public Utilities General Manager
