CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MARCH 7, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: RESCIND ACCEPTANCE OF BID FOR PURCHASE OF

BALLISTIC VESTS
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, rescind the acceptance of the bid from Heritage Armory LLC, Mount Pleasant, SC made at the City Council meeting of February 7, 2023 for Bid #9627 in the amount of $110,756.10, plus applicable tax, due to the awarded vendor withdrawing their bid prior to order placement; and authorize the Purchasing Agent to re-award the items upon completion of the evaluation of the remaining bid offers and issue the necessary purchase orders for the purchase of the ballistic vests and accessories in an estimated increase of $3,000 to the overall cost.

DISCUSSION:

Purchasing asked the City Council to accept the referenced bid to purchase ballistic vests and related accessories for the Anaheim Police Department. After the acceptance and award, the awarded vendor was unwilling to fulfill their obligation to deliver the equipment and asked to withdraw their bid. Staff determined it was in the best interest of the City to allow the bid to be withdrawn. Therefore, Council is requested to rescind the previous acceptance of the Heritage Armory LLC bid (award was for items #1 and #5-9). By taking the requested action on this item, the net effect of the change is estimated to increase the overall cost to the City by $3,000.

IMPACT ON BUDGET:

Sufficient funds are available in the Police Department’s Fiscal Year 2022/23 restricted Law Enforcement Grant Funds budget. There is no match requirement.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Jorge Cisneros
Purchasing Agent Chief of Police
