CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MARCH 7, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE FIREFIGHTING

PROTECTIVE GARMENTS
ATTACHMENT (Y/N): NO ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, waive the bidding requirements of Council Policy 4.0, and authorize the Purchasing Agent to purchase Lion Apparel, Janesville brand firefighting protective garments from Allstar Fire Equipment, Inc., Arcadia, California in the not-to-exceed amount of $230,000 plus applicable tax, for a one year period, and authorize the Purchasing Agent to execute available renewals. This item is based on a cooperative purchase agreement issued by Sourcewell, a Minnesota local government agency, and awarded to LION First Responder PPE, Inc. (LION). Under the terms of the agreement No. 032620-LIO, the City makes purchases through the authorized local distributor.

DISCUSSION:

In 2014 the Anaheim City Council authorized the award of Request for Proposal (RFP) #8212 to Allstar Fire Equipment, Inc. for the purchase, maintenance, and repair of firefighting protective garments. The evaluation of the RFP determined that Lion Apparel best met the needs of the Anaheim Fire & Rescue Department (AF&R). The term of that RFP has now expired. However, an annual need for these garments remains. In addition to replacing garments that have reached the end of their useful life, AF&R also needs to purchase garments for graduates from multiple academies to be held over the next year and replace garments that have been damaged. Allstar Fire Equipment, Inc. is the only authorized seller in the State of California for the currently approved Janesville brand garments manufactured by LION.

IMPACT ON BUDGET:

Sufficient funds are included in the Fire & Rescue Department’s FY 2022/23 General Fund Budget.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Patrick Russell
Purchasing Agent Fire Chief
