CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MARCH 7, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE ONE PIERCE FIRE

ENGINE AND ONE PIERCE FIRE TRUCK
ATTACHMENT (Y/N): NO ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, waive the bidding requirement of Council Policy 4.0, and authorize the purchase of one Pierce fire engine and one Pierce fire truck from South Coast Fire Equipment, Inc., in the amount of $3,093,727.73 (which includes all applicable taxes and fees), for the Anaheim Fire & Rescue Department (AF&R). This purchase will be made utilizing a cooperative purchase agreement established by the Houston-Galveston Area Council (HGAC). That agreement was awarded to Pierce Manufacturing and the purchase is being made through their local authorized reseller as allowed by the terms of the agreement.

DISCUSSION:

The new fire engine and fire truck are being purchased to replace older model units from the AF&R reserve fleet. These apparatus are scheduled to be replaced in FY23/24 following an established vehicle replacement schedule. The new purchase will allow other units to be moved to the reserve fleet when these new units are received and are put into service. However, due to supply chain issues that have caused severe impacts to production with the manufacturer, authorizing this order now will secure the production of the vehicles at the earliest possible date. The delivery time for these new fire engines is projected to take up to 40 months. The lead time last year was only 18 months.

Payment for these units will not be due until final receipt and at the agreed upon rate of $3,093,727.73.

AF&R is requesting the purchase of Pierce equipment to be consistent with other recently purchased apparatus, and because Pierce manufactures their own fire pumps, cab, chassis, and bodies, which minimizes out of service time for warranty work.

Standardizing on Pierce fire apparatus provides several additional benefits to AF&R including the use of Pierce’s proprietary pump design that provides more available space on the truck, a web-based maintenance site customized for our apparatus, and cab configurations common with our other trucks, to enable more efficient operation. This consistency also makes maintenance performed by City personnel more efficient.

The HGAC agreement was competitively bid in accordance with Texas municipal codes for competitive sealed bids. These fire engines will be based on the model year chassis at the time of construction, which is projected to be during the 2024-25 year, but will otherwise be identical in all build out specifications to the most recent matching engine and truck purchases made over the last two years.

IMPACT ON BUDGET:

Funding for these purchases will come from the Public Works Department’s Fleet & Facilities Motorized Equipment Fund budget for Fiscal Year 2022/23.

Respectfully submitted, Concurred by:
