CITY COUNCIL AGENDA REPORT
City of Anaheim

PLANNING AND BUILDING DEPARTMENT
DATE: MARCH 7, 2023
FROM: PLANNING AND BUILDING DEPARTMENT
SUBJECT: RECLASSIFICATION ORDINANCE – TOWNES AT ORANGE, 2219 WEST ORANGE AVENUE (SECOND READING)
ATTACHMENT (Y/N): YES ITEM # 15
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, take the following actions related to the approval of a residential project located at 2219 West Orange Avenue:
1) Adopt an ordinance finalizing a Reclassification to rezone a portion of the property from the “T” Transition zone to the “RM-3” Multiple-Family Residential zone; and
2) Determine that the proposed Reclassification was adequately analyzed pursuant to the Mitigated Negative Declaration approved in conjunction with the project.

DISCUSSION:

On January 18, 2023, the Planning Commission recommended City Council approval of the 24-unit residential townhome project. Subsequently, on February 28, 2023, the City Council considered and approved the project. In conjunction with these approvals, the City Council introduced an ordinance to reclassify a portion of the property from the “T” Transition zone to the “RM-3” Multiple Family Residential zone.

All environmental impacts associated with the proposed project were analyzed in the Initial Study and associated Mitigated Negative Declaration approved for the project.

The second reading and adoption of the subject ordinance would approve the proposed Reclassification and Development Agreement. If adopted, the Reclassification and Development Agreement would become effective on April 6, 2023.
