CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: MARCH 7, 2023
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: APPROVAL OF A LETTER OF UNDERSTANDING BETWEEN

THE CITY OF ANAHEIM AND THE ANAHEIM MUNICIPAL

EMPLOYEES ASSOCIATION, PART-TIME UNIT, MODIFYING
THE JUNE 24, 2022 THROUGH JULY 3, 2025 MEMORANDUM

OF UNDERSTANDING TO AUTHORIZE EMERGENCY

MEDICAL DISPATCHER CERTIFICATION PAY
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, approve a Letter of Understanding (LOU) between the City of Anaheim (City) and the Anaheim Municipal Employees Association, Part- Time Unit (AMEA), modifying Article 27, Premium Pay, of the June 24, 2022 through July 3, 2025 Memorandum of Understanding between the City and the AMEA.

DISCUSSION:

The Memorandum of Understanding (MOU) between the City and the AMEA was adopted on November 15, 2022 to establish wages, benefits, and other terms and conditions of employment for employees represented by the AMEA.

The Part-Time Unit represents 31 classifications, including 17 part-time classifications, that became part of the bargaining unit on May 19, 2022. The Part-Time Fire Dispatcher I and Part-Time Fire Dispatcher II classifications were part of the unit modification.

After the MOU adoption, the AMEA requested certification pay for employees in the classifications of Part-Time Fire Dispatcher I and Part-Time Fire Dispatcher II who possess an Emergency Medical Dispatcher (EMD) certification issued by the Orange County Emergency Medical Services. The requested certification pay is consistent with the certification pay received by these classifications prior to representation under AMEA.

The City and AMEA agreed to provide EMD certification pay of $1.00 per hour for these specific part-time fire dispatcher classifications. The full-time Fire Dispatcher I and Fire Dispatcher II classifications currently receive the equivalent certification pay under the applicable bargaining unit MOU. This recommended action will provide Approval of a Letter of Understanding Between the City of Anaheim and the Anaheim Municipal Employees Association, Part-Time Unit, Modifying the June 24, 2022 through July 3, 2025 Memorandum of Understanding to Authorize Emergency Medical Dispatcher Certification Pay

continued and equitable specialty pay amongst full-time and part-time equivalent classifications.

IMPACT ON BUDGET:

The cost of the recommendation is estimated to be less than $5,000 in FY 2022/23 and $16,000 for the remainder of the contract term. Fire dispatcher salaries are funded through the Metro Cities Fire Authority, of which approximately 35% is supported by the General Fund. The Fire and Rescue Department has sufficient funds to support the recommendation.

Respectfully submitted,
Linda N. Andal
Human Resources Director
