CITY COUNCIL AGENDA REPORT
City of Anaheim
ECONOMIC DEVELOPMENT DEPARTMENT
DATE: MARCH 7, 2023
FROM: ECONOMIC DEVELOPMENT DEPARTMENT
SUBJECT: BROOKHURST STREET CORRIDOR AWARD OF CONTRACT
ATTACHMENT (Y/N): YES ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: YES
ACTION:
That the City Council, by Motion, accept the proposal and approve a Professional Services Agreement with Dudek, in the amount not to exceed $199,500, for a one year term with two one-year optional renewals for consulting services to complete the Brookhurst Street Corridor Study; and authorize the City Manager, or his designee, to execute and administer the agreement.
DISCUSSION:
At the July 12, 2022 City Council Meeting, the City Council requested a study that would research the needs of the local community and engage stakeholders, including the Arab-American business community, non-Arab American business community, customers, and residents, for the purpose of analyzing various district options for the Brookhurst corridor, as well as recommendations for improvements and funding sources.
At the August 23, 2022 City Council meeting, the City Council designated a portion of Brookhurst Street, bounded by Broadway in the north and Ball Road in the south, as “Little Arabia.” At the same council meeting, the City Council directed staff to issue a Request for Qualifications/Request for Proposals (RFP/RFQ) to find the most qualified planning and consulting firm to create a Comprehensive Corridor Study (Study) of Brookhurst Street with the following scope:
Identification of the study area. The Brookhurst Street Corridor spans 3.5 miles through the City. The study should determine if a district is warranted along part of or along the entire 3.5-mile corridor and surrounding area should be incorporated into a district or only a portion thereof. Field survey. Existing conditions throughout the study area are to be observed and documented including; physical features, key linkages, clustering of businesses, and gateway identities.
Identification of community stakeholders. The study should be inclusive of all stakeholders. This effort would be done in conjunction with Council District Two’s Office.

Community Engagement. Robust community engagement inclusive of all community stakeholders, including community meetings, focused stakeholder meetings, and other online engagement methods.
City Staff Engagement. The study should evaluate the existing regulatory framework for the study area (land use, zoning, development standards, design guidelines, and parking standards) and engage City staff from the Public Works Department, Planning Department, Housing and Community Development Department, and the Economic Development Department.
Economic Analysis. The study may include an economic profile of the area, including sales tax data, employment data, household data, as well as evaluate retail surplus and leakage.
Real Estate Analysis. The study may include a commercial real estate market conditions/analysis, including land values, vacancy levels, and real estate opportunities.
Parking Assessment. Parking inventory of the study area and future demand assessment based on future growth due to district designation.
The RFP was posted on the City’s bid proposal portal, Planet Bids, for a period of three months. Five qualified bidders submitted proposals to conduct the Study. A multi- departmental panel made up of city staff evaluated the proposal and invited the top two firms, Dudek and De Novo Planning Group, for interviews consisting of a presentation followed by a question and answer session from city staff. Dudek was selected as the top firm based on their experience, team qualifications, community outreach plan, and references. Dudek has experience working on similar studies in other cities across Southern California.
Dudek proposes using a three step work plan to conduct the Study, with each step taking approximately eight weeks to complete, resulting in a timeline of six months to complete the Study. The Study will consist of the previously mentioned scope and will produce six deliverables: 1) Brookhurst Corridor outreach & engagement plan, 2) facilitated community workshops and online engagement methods, 3) study area physical conditions report, 4) market and real estate analysis, and 5) a report to the City Council with findings, funding options, and a recommendation on the type of designation and proposed changes to the boundaries, if any, for the Little Arabia district. The anticipated budget of the study was not to exceed $200,000 and to meet that budget, the parking assessment was determined to not be critical to the study as it can be reincorporated at a future phase. The proposal by Dudek is for $199,450 and is anticipated to be completed within six months of their kickoff.
