CITY COUNCIL AGENDA REPORT
City of Anaheim
ECONOMIC DEVELOPMENT DEPARTMENT
DATE: MARCH 28, 2023
FROM: ECONOMIC DEVELOPMENT DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH ANAHEIM
TRANSPORTATION NETWORK
ATTACHMENT (Y/N): YES ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve the Professional Services Agreement by and between the City of Anaheim (City) and Anaheim Transportation Network (ATN), in an amount not to exceed $25,000, effective February 28, 2023 and terminating on February 28, 2024, for the integration of real time parking data provided through the A-Way WeGo Mobile application, and authorize the Director of Economic Development or designee, to execute, implement, and administer the agreement on behalf of the City.
DISCUSSION:
In December 2018, the former Community and Economic Development Department and the Anaheim Transportation Network (ATN), as co-applicants, applied for a grant from the Southern California Association of Governments (SCAG) for its Future Communities Pilot Program (FCPP) grant in the amount of $197,100, and received the grant in January 2019. Of the $197,100, $25,000 is being requested to implement the ATN portion of the FCPP grant and the remainder is being used by the City for Center City Wayfinding signage.
The FCPP grant provides local cities and counties with the resources needed to implement new technologies and data analytics to test innovative approaches for reducing greenhouse gas emissions-produced by vehicle miles traveled (VMT) from local travel and municipal operations. The City is using the FCPP funding to complete the installation of directional wayfinding signage and increase functionality to the ATN mobile application which will integrate live parking data from and direct user to City parking structures.
ATN utilizes the A-Way WeGo mobile application to serve as the interface for the Free Rides Around the Neighborhood (FRAN) microtransit services in Center City. In order to meet the goals identified in the FCPP grant, the City in partnership with ATN will incorporate live parking data into the A-Way WeGo mobile application which will provide users with real time parking data and directions to City parking structures. This will meet the goals of the greenhouse gas reduction requirement as identified in the FCPP grant.
Professional Services Agreement with Anaheim Transportation Network March 28, 2023
Staff recommends entering into the agreement with ATN in order to provide transportation and mobility information through the A-Way WeGo mobile application by providing additional functionality through the display of real time parking availability to users. This agreement ensures compliance with SCAG/FCPP grant funding requirements.
IMPACT ON BUDGET:
The SCAG grant funds for this agreement are available in the Economic Development Department’s Fiscal Year 2022/2023 budget.
Respectfully submitted,
Sergio M. Ramirez
Economic Development Director
