HOUSING AUTHORITY AGENDA REPORT
City of Anaheim
HOUSING & COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: MARCH 28, 2023
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPROVE THE ANAHEIM HOUSING AUTHORITY’S FY 2023- 2024 ADMINISTRATIVE PLAN
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the Governing Board of the Anaheim Housing Authority, by Motion, approve the revisions to the Section 8 Housing Choice Voucher Administrative Plan for Fiscal Year 2023-2024.
DISCUSSION:
The Anaheim Housing Authority (Authority) is required by the U.S. Department of Housing and Urban Development (HUD) to maintain an Administrative Plan (Plan) that details the Authority’s policies for the purpose of implementing the Section 8 Housing Choice Voucher (HCV) program. The Plan must be in compliance with federal regulations and approved by the Housing Authority Governing Board.
The Plan is typically updated annually or more frequently when there is a significant change to program policies.
The Plan is now being revised to incorporate changes to align criminal background screening policies with best practices recommended by HUD and the Department of Justice. These recommendations are intended to remove disparate impact, or unintentional, discrimination toward communities of color and ensure criminal background policies only deny those whose presence at a housing site would cause a threat to the health and safety of others.
The Authority is also modifying its existing policies that pertain to who can be a live-in aide, where smoke detectors must be in a unit, and informal review determinations.
Lastly, the Authority will modify its existing voucher extension request policy to state that extensions beyond 180 days will be accepted as a reasonable accommodation.
The details of these proposed policy changes are included herein in Attachment 1.
Approval of Anaheim Housing Authority’s Administrative Plan March 28, 2023
The proposed policy changes were reviewed and approved by the Housing & Community Development Commission on March 1, 2023.
IMPACT ON BUDGET:
There is no budgetary impact to the Housing & Community Development Department’s budget. The HCV program is entirely funded by federal funds provided by HUD. In the event that program funds are reduced or eliminated, necessary cost savings would be achieved by reducing the number of households assisted by the HCV program.
Reductions would be achieved through regular program attrition and/or, if needed, termination of assistance as outlined in the AHA Plan.
Respectfully submitted,
Grace Ruiz-Stepter
Executive Director
