CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MARCH 28, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO ISSUE A PURCHASE ORDER TO

FURNISH AND INSTALL SAFETY AND COMMUNICATION

EQUIPMENT TO BUILD OUT THREE FIRE COMMAND

VEHICLES
ATTACHMENT (Y/N): NO ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council by Motion, waive Council Policy 4.0 and authorize the Purchasing Agent to issue a purchase order to 911 Vehicle, Inc., Anaheim, California, in the amount of $328,269 plus applicable taxes to furnish and install safety and communication equipment, as well as custom storage options for three new Anaheim Fire & Rescue (AF&R) command vehicles.

DISCUSSION:

In the past ten years, Purchasing has issued numerous competitive bids to outfit Anaheim’s fleet of Fire & Rescue vehicles. The work has consisted of extensive wiring for communications and computer equipment plus a number of features to allow additional storage and ease of accessibility for our first responders. 911 Vehicle, Inc. has been the successful bidder on multiple occasions and were the sole bidder on our most recent bids.
911 Vehicle, Inc. has done an excellent job fulfilling their responsibilities on each of the projects awarded to them. City staff has worked in conjunction with 911 Vehicle, Inc., a local vendor, to develop certain custom items for our battalion and command vehicles, as well as standardizing the equipment, method of installation, and assembly procedures on all fire vehicles. Maintaining uniformity across Fire and Rescue’s vehicle fleet is valuable. The proximity to the local facility enables staff to more efficiently coordinate and troubleshoot issues that may arise while the vehicles are being serviced.

This purchase includes the installation of radio and computer system equipment, an intercom system, power distribution, special storage, and lighting to allow the vehicles to be used as mobile command posts, along with other uses. The City will supply the Motorola radio hardware, various chargers, modems, and tri-band antennas. The vendor will install the city supplied equipment and will provide the remaining necessary materials needed to complete the custom retrofit of the three new command vehicles.
