CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: MARCH 28, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR MAINTENANCE AND REPAIR OF
WATER FEATURES AT THE CONVENTION CENTER
ATTACHMENT (Y/N): NO ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, accept the bid of California Waters Development, Inc. dba California Waters to provide regular maintenance and as-needed repair services for water features at the Anaheim Convention Center (ACC) in the amount of $166,237 plus applicable taxes for a one-year period with up to four one-year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9648.

Purchasing solicited bids from known suppliers and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., February 6, 2023, from the following bidders, and were publicly opened immediately thereafter.

The bid consisted of preventative maintenance, water treatment, and as-needed repairs of four fountains located at the ACC. Bid pricing is based on weekly, monthly, quarterly, and annual maintenance services depending on the need of each fountain and includes hourly rates for as-needed repairs. This award will enable the City to ensure the water features are following water quality regulations and that these are kept free of debris, clean, and in operating condition.
Acceptance of Bid for Maintenance and Repair of Water Features at the Convention Center March 28, 2023
Out of 21 bidders that reviewed the bid, four bidders RSVP’d for the mandatory job walk, but only two were in attendance. Purchasing contacted the bidders that RSVP’d but did not attend to determine their reason for not participating. One bidder indicated they did not attend because they were busy with other projects and their bid may not have been competitive, another indicated they were unable to attend.
The term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period. Pricing for the renewal periods shall be negotiated but shall not exceed the change in the Consumer Price Index (CPI) for the Los Angeles- Long Beach- Anaheim, CA areas for the preceding 12-month period.
IMPACT ON BUDGET:
Sufficient funds are available in the Convention Center’s Fiscal Year 2022/23 Enterprise Fund Budget. Subsequent renewals of the agreement will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Thomas Morton, Executive Director
