With the support of this grant, the City will increase the amount of available funds necessary to complete the capital improvement, which will expedite the conversion of the site from a commercial use to a residential purpose. Briefly describe how you will evaluate your program. *
The goal of the Tampico motel conversion development is to produce long-term, supportive housing. Success will be measured by the stability of residents, that is, the ability to remain housed long term. The City of Anaheim and the Anaheim Housing Authority (AHA) are committed to jointly working to achieve the goal of reducing homelessness as described in the City’s Homeless Action Plan. AHA and the City will use both agreed upon data points for evaluation purposes.
Briefly describe the impact this will have on CalOptima members. * As the Tampico project is dedicated to housing those exiting homelessness, it is assumed that most, if not all, individuals that will reside at the former Tampico motel site will be CalOptima Health eligible. The City is focused on ensuring an improved quality of life for the residents of our developments. To accomplish this goal, City staff and our developer partners pay special attention to the design of the building, art features, landscaping, and amenities to ensure a high-quality living environment. The City’s experience with prior developments reinforces the profound iti i t d i t dl d h th id t’ ti l t l d
Briefly describe how this will impact the homeless services system in Orange County. *
The Tampico project will reduce the number of those experiencing homelessness in the City by 6- 12% serving between 30-60 individuals. The addition of approximately 30-32 units will also increase the City’s total PSH inventory by 16%. This positive impact to the City will also be seen at the County level as Anaheim hosts the second largest population of those experiencing homelessness. These housing opportunities will increase the total count of sheltered and decreased the total count of unsheltered homelessness for future Point in Time (PIT) counts.

How does your organization incorporate the voice of lived experience into your programs? *
The City of Anaheim recognize the informed expertise that people with lived experience bring to our programs. Every homelessness planning document and many grant applications solicit the feedback of people with lived experience through community engagement and focus groups at our shelters and Permanent Supportive Housing (PSH) communities to create a well-informed and equitable system of care. For the Tampico project, the City used historical data such as its Point in Time Count numbers alongside resident feedback from other PSH projects AHA has d l dt d t dth it i d d E h fth Cit’ PSH j t i l d it
Describe how your proposed project will be sustained beyond the grant period. * AHA is acquiring this site and is keenly concerned with the long-term financial sustainability of all developments. AHA is committed to ensuring these assets remain viable for a long period of time.
To achieve financial sustainability, AHA works with its developer partners and a third-party affordable housing economist to ensure the capital and operational needs of the project are fully covered, for 55 years, and the financial plans include adequate reserves to cover unforeseen circumstances.
Are there any media opportunities for CalOptima Health associated with this project? *
For the Tampico project, the CalOptima Health team would have the opportunity to provide information on its services to residents through marketing materials or community workshops. In addition, CalOptima Health would have the opportunity to participate at the opening ceremony for this project. The City is also open to featuring the CalOptima Health logo as a partner on its Housing and Community Development webpage and publications regarding this project to showcase CalOptima Health as a partner in the construction of these Permanent Supportive H i (PSH) it Th Cit ld l i l d iti f th tf d i th i
