CITY COUNCIL AGENDA REPORT
City of Anaheim
HOUSING & COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: APRIL 18, 2023
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: WORKFORCE INNOVATION AND OPPORTUNITY ACT ON-
SITE JOB TRAINING VENDOR AGREEMENT
ATTACHMENT (Y/N): YES ITEM # 21
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve the Workforce Innovation and Opportunity Act Agreement by and between the City of Anaheim and The Illumination Foundation, in an amount not to exceed $200,000, for a term expiring on June 30, 2025; for the provision of on-site job training, and authorize the City Manager to execute, and the Workforce Development Manager, or his designee, to administer the agreement on behalf of the City.
DISCUSSION:
As a designated Local Workforce Development Area, Anaheim’s Workforce Development Board administers services under the Workforce Innovation and Opportunity Act (WIOA), signed into law on July 22, 2014. The WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. Job seekers and business owners have access to a seamless system of high-quality services through the coordination of programs.
Among the eligible services provided by WIOA funding is on-site job training. WIOA training funds are designed to serve dislocated workers, adults, and youth who are in need of training to enter or re-enter the labor market. A key component of WIOA services is on-site job training, which provides practical, real-time experience on a work site. On-site job training is provided under a contract with an interested employer. The employer is compensated for the extraordinary costs associated with training the participant for an amount that equates to a percentage of the participant’s hourly wage.
This percentage is typically 50%, but in some cases can be up to 90%. The employer also commits to retaining the participant on payroll upon completion of the training.
The Illumination Foundation is a local non-profit organization committed to disrupting the cycle of homelessness in Anaheim by lowering delivery of service barriers to high- need, vulnerable populations experiencing, or at-risk of experiencing, homelessness. As Workforce Innovation and Opportunity Act On-Site Job Training Vendor Agreement April 18, 2023
an employer, The Illumination Foundation is equally committed to developing strong occupational skills required to perform outside or within the organization, while providing employment opportunities through Anaheim’s On-The-Job-Training program.
The Illumination Foundation’s training opportunity will prepare program participants to become effective case managers in service of people experiencing, or at-risk of experiencing, homelessness. Therefore, staff recommends that the City Council approve the new WIOA agreement by and between the City of Anaheim and the Illumination Foundation for on-site job training.
The City Attorney’s Office has reviewed and approved as to form the attached WIOA agreement for your consideration for the upcoming fiscal year. If this agreement is approved, the corresponding contractor will train participants from Anaheim Workforce Connection on an individual referral basis.
IMPACT ON BUDGET:
Workforce Development Division grant funds are included in the Housing & Community Development Department’s FY 2022/23 budget and are restricted for such programs.
Respectfully submitted,
Grace Ruiz-Stepter
Housing & Community Development Department Director
