CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: APRIL 18, 2023
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: SECURITY SERVICES FOR CINCO DE MAYO FIESTA AND

CARNIVAL
ATTACHMENT (Y/N): YES ITEM # 19
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve an Agreement with Lyons Security Service, Inc., in an amount not to exceed $16,000 plus 20% contingency for extra services, for security services at the Cinco de Mayo Fiesta and Carnival at La Palma Park on May 4-7, 2023; and authorize the Director of Community Services or designee, on behalf of the City, to execute the Agreement and any related documents and take any and all actions necessary to implement and administer the Agreement.

DISCUSSION:

The Community Services Department has partnered with the Cinco de Mayo volunteer committee for over 50 years on the annual Cinco de Mayo Fiesta and Carnival. This cultural event brings in thousands of community members over a four-day period to celebrate Cinco de Mayo at La Palma Park. The celebration includes a carnival, food and marketing booths, and a stage with a variety of music and entertainment. The event is open to the public and free to attend.

As with all events and programs, the safety of staff and guests is paramount. Over the past several years, the event has grown significantly larger and security needs have evolved. As part of the regular planning process, Community Services staff met with the Anaheim Police Department to develop a security plan appropriate for the size and scope of the upcoming event. It was recommended by the Police Department that along with their regular security detail of sworn officers, Community Services hire a reputable security company to provide walk-through metal detectors, hand wands and thorough bag checks to screen all guests in attendance for safety and security concerns.

In searching for a qualified security company, Community Services staff received bids from three companies. Only one company, Lyons Security Service, Inc., included walk- through metal detectors along with hand wand and bag checks for all patrons attending the event. The Anaheim Police Department and Community Services Department feel the combination of those three measures, along with sworn officers, will provide a high degree of safety and security. Staff determined Lyons Security Services, Inc. to be most qualified due to the current level of service received providing nightly security patrols of Security Services for Cinco de Mayo Fiesta and Carnival April 18, 2023

Anaheim Parks, combined with their ability to provide walk-through metal detectors, hand wands and thorough bag checks.

With this security plan, staff is confident we can provide a safe family environment full of fun and culturally enriching experiences at the 2023 Cinco de Mayo Fiesta and Carnival.

IMPACT ON BUDGET:

Sufficient funds are included in the FY 22/23 Community Services Department’s General Fund budget.

Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
