CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: APRIL 18, 2023
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: RECRUITMENT UPDATE – CHIEF OF POLICE
ATTACHMENT (Y/N): NO ITEM # 28
GOVERNMENT CODE § 84308 APPLIES: NO
ACTION:

Recruitment update on the position of Chief of Police.

DISCUSSION:

At the April 4, 2023 council meeting, Mayor Pro Tem Rubalcava requested an update on the recruitment for the Anaheim Police Chief. Jorge Cisneros retired from the City of Anaheim as Chief of Police on March 16, 2023. As the result of his retirement, the Human Resources Department issued a Request for Qualifications (RFQ) to a number of executive recruitment firms that specialize in police chief recruitments.

The city selected Bob Murray & Associates based on their extensive experience conducting executive recruitments and, more importantly, based on their experience in law enforcement recruitment. The recruiters assigned to Anaheim’s process have over 60 years of combined law enforcement experience in large cities and also held the Chief of Police position in their respective cities. They continue to be active in law enforcement and remain connected to public safety through teaching and serving on leadership boards. Their law enforcement experience, coupled with their executive recruitment experience specifically in Chief of Police recruitments, will be a great benefit to the City during this recruitment process.

Human Resources and Bob Murray & Associates have developed a timeline, which will include a number of community and stakeholder meetings to ensure valuable resident and stakeholder input. The community meetings will be designed to engage residents, while the stakeholder meetings will engage businesses, school districts, and labor associations, among others, to determine the best fit possible. Additionally, meetings will be held within the Police Department to share the process with the Department’s officers and staff. The City Manager will be prepared to recommend their appointment to the City Council on or around August 2023, which will allow for a smooth transition from the Interim Chief to permanent Police Chief.
