April 18, 2023

Page 2 of 2 ends

NAPA Auto Parts/ GPC $81,782.78
Anaheim, CA
BM Industry $91,351.00
Stanton, CA
The bid was based on an estimated annual requirement of approximately 34 varieties of automotive batteries used for the City’s fleet of over 1,080 vehicles from all departments, including, but not limited to, Fire, Police, Public Utilities, Public Works, Community Services, Convention Center, and City Administration.

Automotive batteries inevitably deteriorate over time, it is recommended for agreements to be established with two suppliers to support prompt battery replacement services for all vehicles. H&H Auto Parts was the overall lowest bidder, and Elliott Auto Supply also provided competitive pricing and is a local vendor, which ensures that all batteries will be readily accessible for immediate need circumstances. The combined amount recommended is based on the average bid price of the two bidders recommended for the split award plus a 20% contingency to cover any increase in the volume of automotive batteries that may be needed during the administration of these agreements.

The term of the agreements will be for a one-year base period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period and will be negotiated each year of the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the preceding 12-month period. In the event of cost increases, pricing may be adjusted once every quarter based on verifiable evidence from the manufacturer of the product received to support a requested increase. It will be at the sole discretion of the City to accept or reject such an increase.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Motorized Equipment Fund Fiscal Year 2022/23 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Public Works Director
