CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: APRIL 18, 2023
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: APPROVE A COOPERATIVE AGREEMENT WITH THE CITY OF

ORANGE FOR PLANNING AND DEVELOPMENT OF THE OC

RIVER WALK PROJECT
ATTACHMENT (Y/N): YES ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the Cooperative Agreement (Agreement) between the City of Anaheim (City) and City of Orange (Orange) for the planning and development of the OC River Walk Project; and authorize the Director of the Community Services Department to execute the Agreement on behalf of the City and to take any and all actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The OC River Walk is an iconic project that will transform approximately two miles of the Santa Ana River Corridor from Orangewood Avenue to Anaheim Coves. The future project improvements are located in multiple jurisdictions and will provide many public benefits including recreation, active transportation, education, habitat, water supply, flood control, and ground water recharge. City staff has been collaborating with multiple partner agencies, including the City of Orange, to design and plan the vision for the OC River Walk.

Orange and the City wish to enter into an Agreement that will serve as a basis for future planning and development of the OC River Walk. The City of Anaheim will continue to take the lead in all aspects of this project including design, permitting, and implementation. As noted on the Agreement, Orange will support this project by reviewing project studies, designs, engineering, and environmental reports. Orange will also assist with necessary regulatory permits and agency approvals, as needed, and will support any future grant funding applications for the project.

Staff recommends approval of the Agreement between Orange and the City for the OC River Walk project. Following City Council approval, staff will work with Orange to obtain their Council approval and execute the Agreement.
