DISCUSSION:
The Department of Public Works is recommending that the City Council award contracts to the listed responsive and qualified contractors to supplement the Department’s efforts, which fall outside routine maintenance activities, which include but are not limited to: tree removal and/or replacement; irrigation system renovation; palm tree root pruning and tree stump grinding; removal and replacement of ground cover, shrub and sod; top soil replacement; root and debris removal from electrical boxes all at various locations within the City limits.
Award of 2023 Master Agreement for Landscape and Irrigation Construction, Repair, and Immediate Response Services April 18, 2023
The City Council approved the existing agreement on March 10, 2020, with an effective date of April 17, 2020. The existing agreement is set to expire on April 23, 2023.
The use of this Master Agreement provides the Department with the flexibility to respond urgently to matters which impact the traffic, businesses, and the public. This Master Agreement helps to reduce time and/or cost by providing the Department with a mechanism to competitively and expeditiously contract with qualified contractors to perform time sensitive, specialized maintenance and/or repair activities as needed from time to time without increasing the burden on staff or the need to rent or purchase specialized equipment.
Liquidated damages for this project will be $500 per day, or as assigned and determined per work order package.
Pre-Qualification Process
All interested contractors were invited to complete a pre-qualification questionnaire and provide supplemental background information demonstrating their expertise, skills, and breadth of experience in dealing with projects such as those that will be required in this Master Agreement. The pre- qualification process is in line with the Public Contract Code Section 20101and city staff utilized the questionnaire format developed by the California Department of Industrial Relations.
On February 9, 2023, the prequalification application package was advertised on the City’s electronic bidding system and thirty (30) companies downloaded the package. Public Works received four qualification proposals; all were determined to meet the minimum pre-qualification requirements and are recommended for the Master Agreement.
ENVIRONMENTAL DETERMINATION:
The projects to be undertaken under this Master Agreement will consist of replacements, repairs, and maintenance, which fall into the following CEQA Categorical Exemptions: Section 15302, Section 15303 and/or Section 15304 of Title 14 of the California Code of Regulations.
IMPACT ON BUDGET:
Adequate funds are available in the Public Works Department’s Fiscal Year 2022/2023 Budget.
Respectfully submitted,
Rudy Emami
Director of Public Works
