CITY COUNCIL AGENDA REPORT
City of Anaheim
POLICE DEPARTMENT
DATE: APRIL 18, 2023
FROM: POLICE DEPARTMENT
SUBJECT: BRIDGE AGREEMENT WITH VALIANT GLOBAL DEFENSE
SERVICES, INC. FOR INTELLIGENCE ANALYST SERVICES,
TO BE REIMBURSED BY THE URBAN AREA SECURITY
INITIATIVE
ATTACHMENT: YES ITEM # 20
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve the Bridge Agreement between the City of Anaheim and Valiant Global Defense Services, Inc., for intelligence analyst services, in an amount not-to-exceed $350,000 for a ninety-day period, the costs for which are reimbursed by the Urban Area Security Initiative (UASI) grant funding.
DISCUSSION:
The United States Department of Homeland Security has developed the Urban Areas Security Initiative funding program. UASI provides funds to local emergency first responders to enhance security and overall preparedness to prevent, respond to, and recover from acts of terrorism. The grant specifically provides funding for anti-terror equipment, planning, training, exercises, and technical assistance. In FY 2006, the United States Department of Homeland Security combined the Anaheim UASI and Santa Ana UASI into a single Urban Area. The City of Anaheim will continue to be designated as an Urban Area Core City and will share grant administrative responsibilities with the City of Santa Ana.
The Orange County dedicated fusion center, the Orange County Intelligence Assessment Center (OCIAC), was established to provide the Anaheim/Santa Ana Urban Area with an integrated, multi-disciplined, information and intelligence-sharing network to collect, analyze, and disseminate information on all criminal risks and safety threats to law enforcement, fire, health, private sector, and public sector stakeholders in a timely manner in order to protect residents, visitors, and critical infrastructure while ensuring the civil rights and civil liberties of all persons are recognized. The fusion center works in collaboration with the California State Threat Assessment Center, which encompasses one state fusion center and five regional fusion centers.
As one of the designated UASI core cities, the City of Anaheim, on behalf of the OCIAC, administers a contract for intelligence analyst, health care liaison officer, and Bridge Agreement with Valiant Global Defense Services, Inc.
April 18, 2023
cyber intelligence analyst positions assigned to the OCIAC. Valiant Global Defense Services, Inc. has provided the service for the listed positions since March 2020. The initial contract between the City of Anaheim and Valiant Global Defense Services, Inc. was procured through a competitive Request for Proposal (RFP) process in March 2020 with a one-year contract term effective March 1, 2020 – February 28, 2021, and two annual renewal options that were exercised to provide a contract coverage period of March 1, 2021 – February 28, 2023. Funding remained for the year 3 contract term, and a no-cost amendment was issued to allow the remaining funds to be expended. The amendment and funding is estimated to provide coverage through April 20, 2023. The City of Anaheim issued a RFP for the new contract term on March 9, 2023, with a closing date of April 6, 2023. Time is needed to conduct an evaluation process, the contract negotiation process, obtain approval of the new contract through City Council, and complete the contract execution process. The Bridge Agreement will provide sustained intelligence analyst coverage for the OCIAC to ensure there is no lapse in service while the RFP and contract process is completed. The Bridge Agreement will cover the gap in services from the end of the current contract period until the city is able to award and execute a new agreement with the successful bidder.
The Bridge Agreement includes a not-to-exceed amount of $350,000 for a ninety-day period starting April 20, 2023, and the Bridge Agreement will be terminated upon execution of the new agreement. The City, as required by federal regulations (2 C.F.R.
Part 200.323(b)), conducted a profit negotiation process for the Bridge Agreement, which resulted in the vendor offering a 23% discount to all labor categories identified in the current contract. These positions will continue to provide OCIAC with initial assessments of raw information, apply the intelligence cycle, provide daily oral and written briefings, weekly and periodic assessments and bulletins, tactical/strategic support, participate in working groups, assist in vetting of tips and leads, and disseminate information to federal, state and local public safety and private sector partners, among other duties.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s restricted FY2022/23 Urban Areas Security Initiative fund budget.
Respectfully submitted,
Jorge Cisneros
Interim Chief of Police
