FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AWARD OF A CONSTRUCTION CONTRACT FOR PRE-
ENGINEERED BUILDINGS: SOUTHWEST SUBSTATION

CONTROL BUILDING
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:
1) Award the construction contract to the lowest responsible bidder, Roberson Waite Electric of Anaheim, California, Contractor’s License No. 985330, in the amount of $847,500 plus applicable tax, for the construction of the Pre- Engineered Buildings: Southwest Substation Control Building (Project); authorize the Director of Public Works, on behalf of the City, to execute the Construction Contract and any other related documents, and to take such actions as are necessary to implement and administer the Contract; and authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions; and
2) Determine that the project scope is categorically exempt under the California Environmental Quality Act (CEQA) pursuant to Sections 15301(b), 15302(c), 15303(d), 15303(e), and 15304 of the California Code of Regulations.

DISCUSSION:

The bid to construct the Pre-Engineered Southwest Substation Control Building is summarized as follows:

1. Roberson Waite Electric, Anaheim, CA………………….$847,500 Bid Review
A total of 1,591 vendors were solicited for this bid procurement, of which 21 prospective bidders downloaded the bid documents from the City’s online portal. Ten bidders signed the Critical Infrastructure Information (CII) Non-Disclosure Agreement (NDA) for the Southwest Substation plans. The initial bid package, with a non-mandatory pre- bid meeting on January 4, 2023, was posted December 16, 2022 and closed January 26, 2023, which yielded no responsive bidders. The bid was re-issued January 31, 2023 and Award of a Construction Contract for Pre-Engineered Buildings: Southwest Substation Control Building April 18, 2023

Page 2 of 2 ends

closed March 2, 2023, with a local vendor, Roberson Waite Electric submitting the only bid proposal. The lack of bids reflects the ongoing supply-chain challenges for manufacturers to meet current obligations for pre-engineered buildings due to limited material availability. The bid price is within the reasonable amount based on the engineering estimate and current bidding environment.

Project Scope
Anaheim Public Utilities (APU) has an ongoing Capital Improvement Program to replace aging utility equipment to improve electrical reliability and operational flexibility throughout the City. The Pre-Engineered Control Building will house electronic equipment used to monitor the local grid and enable remote operations for faster outage restoration. In addition to the control house, other facility improvements will be made to enhance perimeter security and replace other high-voltage equipment nearing the end of its useful life.

Construction of the Project is scheduled to begin in the Spring of 2024 and be completed in the Summer of 2025. Liquidated damages for the allowable construction period are set for $2,000 per day.

ENVIRONMENTAL DETERMINATION:

Staff recommends that City Council determine that the project is categorically exempt from CEQA pursuant to Sections 15301(b), 15302(c), 15303(d), 15303(e), and 15304 of Title 14 of the California Code of Regulations. The Project Scope as a whole, will include installing a new Pre- Engineered Control Building with restroom per this procurement, a 12,000 Volt duct bank, a 69,000 Volt duct bank and upgrades to the transformers, capacitor banks and switchgear on an existing electrical substation facility. These activities do not have the potential to create a significant impact on the environment.

IMPACT ON BUDGET:

Sufficient funds are budgeted in Anaheim Public Utilities’ Fiscal Year 2022/23 Electric Capital Improvement Program budget from restricted Electric Utility Enterprise funds.

Respectfully submitted, Concurred by,
Rudy Emami Dukku Lee
Director of Public Works Public Utilities General Manager Attachments:
