CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: APRIL 18, 2023
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: CLASSIFICATION/COMPENSATION CHANGE ASSOCIATED

WITH THE CREATION OF A CLASSIFICATION ASSIGNED TO

THE AMERICAN FEDERATION OF STATE, COUNTY, AND
MUNICIPAL EMPLOYEES, LOCAL 2002, GENERAL

MANAGEMENT UNIT, EFFECTIVE THE PAY PERIOD
BEGINNING APRIL 28, 2023 (FIRE COMMUNICATIONS

ADMINISTRATION SUPERVISOR)
ATTACHMENT (Y/N): YES ITEM # 25
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, approve the creation of the classification, Fire Communications Administration Supervisor, assigned to the American Federation of State, County, and Municipal Employees, Local 2002 (“AFSCME”), General Management Unit, effective the pay period beginning April 28, 2023.

DISCUSSION:

Chapter 1.05 of the Anaheim Municipal Code establishes the City’s Personnel System and vests the Human Resources Director with the responsibility for ensuring the appropriateness of classifications based upon the type and level of duties and responsibilities performed. On an ongoing basis, individual job classifications are reviewed and modified to ensure they remain current with emerging technology, organizational changes, and labor market trends within specific occupations. This occasionally requires adding and/or revising classifications to meet operational needs or eliminating classifications that have become obsolete.

The ongoing maintenance of the personnel system provides for the continuance of a fair and equitable system of personnel management. In accordance with Section 1.05.020 of the Municipal Code, the Human Resources Director concurs with the department’s request and recommends that the following classification be created based on the following:

Staff recommends creating the Fire Communications Administration Supervisor classification in the Metro Cities Fire Authority and assigning it to the AFSCME, General Management Unit, at the XCR09 range. The Fire Communications Classification and Compensation Changes (Fire Communications Administration Supervisor) April 18, 2023

Administration Supervisor would be primarily responsible for providing administrative oversight, quality assurance, training, and assigning work of employees engaged in dispatching emergency medical and fire personnel and equipment. Further, the proposed classification will provide for greater efficiency and staffing coverage between operations and administration while providing opportunity for employee advancement.

The creation of this classification will be accomplished through a current vacant position, thereby not adding to the department’s full-time position count. The estimated cost to establish the classification is approximately $3,270 (salary and burden) for the remainder of FY 2022/2023, which is the difference between the vacant position and newly created classification. The Fire and Rescue Department has sufficient funds in their budget to cover the cost associated with this recommendation.

Human Resources staff consulted with representatives from the respective bargaining unit and department and they concur with the above recommendations.

IMPACT ON BUDGET:

The total cost of the recommendation for FY 2022/23 is approximately $3,270 (salary and burden). The Fire Communications Administration Supervisor salary will be funded through the Metro Cities Fire Authority, of which, approximately 35% is supported by the General Fund. The Fire and Rescue Department has sufficient funds to support the recommendation.

Respectfully submitted,
Linda N. Andal
Human Resources Director
