CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: APRIL 18, 2023
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AMENDMENT TO COOPERATIVE AGREEMENT WITH
OCTA FOR MAGNOLIA STREET TRAFFIC SIGNAL
SYNCHRONIZATION PROJECT
ATTACHMENT (Y/N): YES ITEM # 16
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve the First Amendment to Cooperative Agreement No. C-7-1828 with the Orange County Transportation Authority (OCTA) extending the agreement until June 30, 2025 to complete implementation of traffic signal synchronization on Magnolia Street from the intersection of Commonwealth Avenue in the City of Fullerton to Banning Avenue in the City of Huntington Beach.
DISCUSSION:
The Public Works Department secured $2,711,693 in grant funding for FY 17/18 through the OCTA Measure M2 Traffic Signal Synchronization Program. On April 11, 2016, the OCTA Board of Directors voted to approve the funding allocation for M2 Project P applications, and the City entered into an agreement on November 17, 2017 with OCTA as lead agency to implement the project.
The project known as the Magnolia Avenue Traffic Signal Synchronization Project will synchronize 50 signalized intersections along Magnolia Street from the intersection of Commonwealth Avenue in the City of Fullerton to Banning Avenue in the City of Huntington Beach through Caltrans jurisdiction and the cities of Fullerton, Anaheim, Stanton, Garden Grove, Westminster, Fountain Valley, and Huntington Beach. These neighboring agencies will receive $1,977,848 of the grant funding, while the City of Anaheim will receive the remaining $733,845 for signals located in Anaheim.
This project implemented Signal Synchronization, also known as signal coordination, for nine Anaheim signals along Magnolia Street. The project has integrated a combination of fiber optic communication devices and specific traffic signal designs, along with software and programs to maximize traffic flow at different times of the day. As a result, it is not always possible to hit a green light at every intersection.
However, traffic signal synchronization coordinates signals according to known congestion levels, allowing a motorist to travel farther in less time by reducing stops.
The project has increased roadway capacity, improved fuel economy, reduced vehicle delays, reduced travel times, and reduced vehicle emissions. Similar projects by Amendment to Cooperative Agreement with OCTA for Magnolia Street Traffic Signal Synchronization Project April 18, 2023
Public Works and OCTA have yielded 15-20% reduction in travel times. OCTA will act as lead agency and requires a formal cooperative agreement with the City of Anaheim to implement the project.
OCTA has requested a no additional cost time-extension to the agreement to enable traffic engineers to monitor evolving traffic conditions to better coordinate traffic signals. During this 24-month extension, traffic engineers will drive the entire corridor monthly to monitor and fine tune signal timing as necessary.
IMPACT ON BUDGET:
There is no budgetary impact.
Respectfully submitted,
Rudy Emami
Director of Public Works
