DEPARTMENT
DATE: MAY 2, 2023
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: 2023 BIENNIAL MODIFICATIONS TO THE 2021-2024

WORKFORCE INNOVATION AND OPPORTUNITY ACT

UNIFIED LOCAL AND REGIONAL WORKFORCE PLANS
ATTACHMENT (Y/N): YES ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the 2023 Biennial Modifications to the 2021- 2024 Workforce Innovation and Opportunity Act Unified Local and Regional Plans and authorize the Mayor to sign the plans and modifications thereto, and related documents on behalf of the City.

DISCUSSION:

The City of Anaheim is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA). As a Local Area, the City receives an annual allocation of federal funds under the WIOA to provide a range of services to adult, dislocated workers and youth job seekers including job search assistance, resume and interview preparation, career assessment, occupational skills training, and on-the-job training. The WIOA further provides that each Local Area have a state-certified Local Workforce Development Board (WDB) charged with developing a local plan, convening, brokering, and leveraging workforce development stakeholders, engaging employers, and providing program oversight.

Additionally, the City of Santa Ana and the County of Orange are also governor- designated Local Workforce Development Areas. Together with Anaheim, these three Local Workforce Areas comprise the state-designated Orange Regional Planning Unit (also known as the Orange Workforce Alliance).

Every four years local workforce development boards and each California Regional Planning Unit (RPU) must submit a Local Plan and Regional Plan to the California Workforce Development Board. Every two years those plans must be revised to account for any changes in the local/regional economic or workforce environment. The Orange Workforce Alliance completed a Unified Local Plan and a Regional Plan explaining how it will continue to move toward a comprehensive workforce system that impacts poverty, promotes income mobility, and embeds equity as a cornerstone of service delivery given the local and regional changes that have occurred.
2023 Biennial Modifications to Unified Local and Regional Workforce Plans May 2, 2023

Page 2 of 2 ends

The modified Local and Regional Plans address regional approaches and initiatives from a new post-pandemic perspective where reopening and recovery characterize the regional economic and community landscape. Included are recommendations for closer collaboration between the workforce system and the K-12 education system, fostering work-based learning opportunities and career pathways, and adjusting workforce development service delivery according to our communities’ preferred modalities, such as mobile and virtual.

The regional and local planning process for this modification included a series of public forums with each of the partner/stakeholder groups.

As required by the State, draft copies of the Unified Local and Regional Plans were made available to WDB members and the general public for comments. A 30-day public comment period began February 24, 2023 and concluded on March 27, 2023. The WDB and City must now jointly approve the Plans for subsequent submittal to the State, in concert with the other members of the Orange Workforce Alliance.

IMPACT ON BUDGET:

There is no budgetary impact.

Respectfully submitted,
Grace Ruiz-Stepter
Housing & Community Development Director
