CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: MAY 2, 2023
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: APPROVE AN AGREEMENT WITH ANAHEIM UNION HIGH

SCHOOL DISTRICT FOR USE OF CERTAIN DISTRICT

ATHLETIC FIELDS
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve an Agreement with the Anaheim Union High School District for use of District athletic fields at Trident Education Center, South Junior High School, and Sycamore Junior High School for an amount not to exceed $50,000 annually for a period of five years and authorize the Director of Community Services or their designee, on behalf of the City, to execute the Agreement and any related documents and to take such actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The City of Anaheim (City) and the Anaheim Union High School District (District) have a long tradition of working together to make athletic fields available for use by community sports organizations. Efforts to achieve this throughout the years have consisted of combined funding ventures for new and refurbished athletic facilities on District property as well as Joint Use Agreements for City and District athletic facilities. The City, District, and community sports organizations have all benefited from the partnership between the City and District.

The demand for City athletic facilities continues to escalate each year, resulting in a waiting list, and has left resident non-profit youth athletic organizations without adequate field space for practice and games. Therefore, in a coordinated effort to increase the available athletic field inventory, the City and the District have agreed to expand on the existing partnership to make additional field space available. City staff and District representatives have identified athletic field areas at Trident Education Center, Sycamore Junior High School, and South Junior High School that could accommodate the additional use. In addition to these benefits, Sycamore Junior High School will also make the fields available for “park like” use for the general public.

The City and District wish to enter into an Agreement to facilitate use of the facilities noted above for athletic and “park like” activities. Per the agreement, the District will permit resident youth non-profit athletic organizations on the specified schools’ athletic Agreement with Anaheim Union High School District for use of certain District athletic fields May 2, 2023

fields free of charge. This would afford our athletic non-profit youth organizations access year-round, after-school hours Monday through Friday and on weekends. The additional field time would assist in providing new athletic field space to groups on our waiting list and for current groups in need of further field time in addition to “park like” use for the general public at Sycamore Junior High School.

As noted in the Agreement, the City will provide on-site staffing during “park like” use at Sycamore Junior High School as well as conduct Park Ranger patrols during the scheduled permitted use of all fields. Additionally, the City will provide and regularly maintain portable restrooms at all three sites and litter pickup and removal at Sycamore Junior High School during “park like” use. Lastly, the City will provide $50,000 annually to the District towards the ongoing maintenance and improvements of the three fields.

These requests combined amount to $265,000 annually.

Staff recommends approval of the Agreement between the City and District for the use of athletic fields at Trident Education Center, South Junior High School, and Sycamore Junior High School. Following City Council approval, staff will work with the District to execute the Agreement.

IMPACT ON THE BUDGET:

The Community Services Department proposed FY 2023/24 General Fund budget will be increased by $265,000 subject to Council’s approval of budget appropriations in June.

Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
