CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: MAY 2, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BIDS FOR ROADSIDE TIRE REPAIR
SERVICES
ATTACHMENT (Y/N): NO ITEM # 04
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, accept the bids from Onsite Tire Services and Daniel’s Tire Service in a combined amount of $75,678, plus applicable taxes, for as- needed roadside tire repair services for a one-year period with four one-year optional renewals and authorize the Purchasing Agent to execute the renewal options, all in accordance with Bid #9683.
DISCUSSION:
Purchasing solicited bids from known companies and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., March 28, 2023, from the following companies and were publicly opened immediately thereafter.
Bidder Total Bid
Onsite Tire Services $61,038
Fullerton, CA
Daniel’s Tire Service $65,093
Santa Fe Springs, CA
Border Recapping, LLC $65,849 Paramount, CA
Southern Tire Mart, LLC $88,914
Columbia, MS
The bid was based on as-needed roadside tire repair services throughout the City to support Anaheim’s fleet of approximately 1,000 vehicles. The services are primarily to be used for heavy duty vehicles in the field such as Fire & Rescue apparatus, utility trucks, dump trucks, street sweepers, construction equipment, trailers, and tractors.
Acceptance of Bids for Roadside Tire Repair Services
May 2, 2023
However, services may also be used to service small and medium duty vehicles at the City’s Fleet shop. Having access to roadside assistance ensures that critical equipment that must be available for use 24 hours per day, seven days per week, is readily available.
In an effort to minimize equipment downtime and maximize equipment availability, it was determined that it is in the City’s best interest to select two vendors for a split award. Onsite Tire Services and Daniel’s Tire Service both offer competitive pricing and have both provided tire services for the city with their performance meeting or exceeding all requirements. The combined amount recommended is based on the average bid price of the two bidders plus a 20% contingency, to cover any increase in the volume of service that may be needed during the administration of these agreements.
The term of the agreements will be for a one-year base period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period and will be negotiated each year of the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the most recent available month.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2022/23 Motorized Equipment Fund budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
