Acceptance of Bid for the Purchase of Mulch for City Landscaping May 2, 2023
R&S Soil Products, Inc. $62,100
Lake Forest, CA
Apollo Wood Recovery, Inc. $108,600
Ontario, CA
The bid was based on an estimated annual requirement of approximately 3,000 cubic yards of mulch to be purchased on an as needed basis to landscape various city streets, medians, and parkways. Only two of the six bidders are participants of the US Composting Council’s Testing Assurance Program. Participants of this program regularly test their compost/mulch product and provide technical data sheets reflecting test results for details such as moisture levels, toxicity, and the composition of nutrients.
The City has consistently required this participation in order to assure receipt of products meeting city standards. R&S Soil Products, Inc. has been providing certified mulch to the City for the past 5 years, with their product meeting or exceeding all requirements.
The term of the agreement will be for a one-year base period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period and will be negotiated each year of the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the preceding 12-month period.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2022/23 Operations budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Public Works Director
