CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: MAY 16, 2023
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AWARD OF CONTRACT FOR MUZEO WINDOW AND DOOR
MAINTENANCE AND REPAIR (CARNEGIE LIBRARY) PROJECT
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, award the contract to the lowest responsible bidder, Spectra Company of Pomona, California, in the amount of $549,712, plus 10% contingency, for the Carnegie Library Windows and Doors Maintenance and Repair Project; direct and authorize the Director of Public Works, on behalf of the City, to execute the Contract, and any other related documents, and to take such actions as are necessary to implement and administer the Contract.
DISCUSSION:
Anaheim’s Carnegie Library is the last remaining example of Andrew Carnegie’s philanthropy that funded the construction of five public libraries in Orange County shortly after the turn of the century. The final library design chosen back in 1908 consisted of a spacious two-story pressed brick and concrete structure with an interior of Oregon pine capped with a tile roof. The residents of Anaheim formally received their new Public Library building when it opened on New Year’s Day 1909. The building existed for almost 2 decades without any major modification. Through the efforts of community organizations, such as the Anaheim Historical Society and Anaheim Museum Inc., on February 28, 1978 the Anaheim City Council adopted a Resolution that designated the Carnegie Building as a historical library, research center, and museum. The building was placed on the National Register of Historic Places in 1979.
In 1985, redevelopment funds were committed to the renovation of the Carnegie Building, including the installation of an elevator, new plumbing, electrical and sewage systems, and structural reinforcements. With its history of service and architectural significance in the community, Anaheim’s Carnegie library building is an appropriate and vital part of Anaheim’s MUZEO complex. Its opening in 2007 provides a visible reminder of Anaheim’s rich heritage for the enjoyment and education of countless residents of Anaheim and Orange County. Given the building’s current museum function, the window and door maintenance and repair project is essential to improve the structural integrity, security and environmental control within the building, which is crucial to museum exhibitions.
Award of Contract for Muzeo Windows and Doors Maintenance and Repair (Carnegie Library) Project May 16, 2023
The building’s windows and doors have suffered extensive damage over time by the elements of weather and environment since its last major renovation in the 1980’s. Due to its historic designation, it must be restored to its exact specifications. The work required consists of the maintenance and repair of both upper and lower story windows, as well as the front doors.
