CITY COUNCIL AGENDA REPORT
City of Anaheim
CITY MANAGER’S OFFICE
DATE: MAY 16, 2023
FROM: CITY MANAGER’S OFFICE
SUBJECT: HOTEL WORKER SAFETY
ATTACHMENT (Y/N): NO ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: NO
ACTION:
That the City Council discuss and provide direction to Staff regarding the key terms to be included in a future proposed City Ordinance addressing hotel worker safety.
BACKGROUND AND DISCUSSION:
At the May 2, 2023, City Council meeting, Mayor Pro Tem Rubalcava agendized the consideration of a City Ordinance regarding the safety of Anaheim’s hotel workers. As an initial step to introducing such an Ordinance, this item is being presented for the purpose of discussing the potential key terms that the Council desires to be included for future consideration.
Mayor Pro Tem Rubalcava recommends that the following terms be included, or at least considered, as part of a more comprehensive hotel worker safety ordinance:
A requirement that Anaheim hotels maintain and provide personal security devices to each hotel worker assigned to work in a guest room or restroom facility. The personal security device would allow hotel workers to activate it whenever they reasonably believe threatening conduct, or an emergency, is occurring in their presence while on hotel premises.
Provisions that would clarify the distinction between using the personal security device versus calling 911 or reporting an incident to Anaheim Police Department (Anaheim PD) as the situation requires.
A provision requiring the hotel worker to report the incident leading to activation of the personal security device to hotel management immediately following the incident.
A requirement that hotels designate and assign a response team to receive alerts from personal security devices to provide immediate on-scene assistance in the event a personal security device is activated.
A provision requiring hotels to provide annual training during paid work hours on the requirements of the ordinance to ALL employees and response team.
Hotel Worker Safety
May 16, 2023
An allowance of up to 3 hours of paid time for a hotel worker to report threatening conduct to Anaheim PD.
A requirement that hotels provide written notice to hotel guests informing them of the ordinance and that any guest who threatens the safety of any employee or guest staying in the hotel will be removed from the hotel at their own expense.
IMPACT ON BUDGET:
This discussion item will have no impact on the budget.
Respectfully submitted,
